Democrats Will
Look Westward
For Party Power

gressional Democrats will
look westward for their party
strength in 1963.
When the 88th Congress
convenes Jan. 9, House Demo
crats will find their largest
state delegation comes from
California, which gave 24 of
its 38 seats to the Democrats
in the November elections.
Reapportionment of con
gressional districts based on
the 1960 census figured in the
California gain. The state was
alloted 38 seats, eight more
than before. The Democrats
made a net gain of eight seats
in the November balloting
Kennedy Support
On crucial House votes, the
White House expects more
solid support for President
Kennedy s liberal proposals
irom California Democrats
than from either New York or
Texas Democrats
There were a few defections
from the party line within
' the New York delegation on
some close issues in the last
. Congress. And Texas, of
course, is split ideologically
with more conservatives than
liberals among its Democratic
delegation.
Because of its numerical
strength, the California Dem
ocratic delegation can be ex
pected to receive more con
sideration from House party
leaders and from the White
House when it comes to pass
ing out political plums and
favors.
Seeks Teamwork
Rep. Harry R. Sneppard
(D-Culif.), dean of the delega
tion who celebrates his 78th
birthday the day after the
new Congress convenes, has
high hopes that California
Democrats will be able to cut
a bigger political swath in
the nation s capital
However, Sheppard realizes
that the extent to which the
delegation will be able to
"wheel and deal" will depend
largely on the extent to which
it manages to operate as a
team rather than as a group
of "individualistic" congress
men. Nine of the California Dem
ocrats will be freshmen. They
make up ore-fourth of the 36
Democratic freshmen con
gressmen. The delegation's first ob
jective will be to get its new
members assigned to commit
tees so they can begin climb
ing the seniority ladder which
Jeads - after many years - to
' chairmanships.
