450,000 Children Participate In World-Wide Classroom Plan

Kansas City, Mo. - WP1) -Eighth
graders in an Ameri
can public school exchange
letters with pupils in a Tokyo
eighth grade.
Soon they are trading scrap
books and examples of each
other's culture. A little Haiku
poetry goes west and descr'p
tions of New York go east.
The New York children
send their own tape-recorded
messages about their studies,
their hobbies and baseball.
In exchange, the Tokyo chil
dren record their thoughts on
their own country and its cus
toms - and baseball.
It's all part of the People
to - P e o p 1 e's International
Classroom Exchange program
in which 450,000 children
around the world are en
gaged. The program matches
American classrooms, schools
or whole city school systems
with their counterparts in
other lands - linking young
minds of York, Pa., and Aries,
France; Toledo, Ohio, and To
ledo, Spain; Montevideo,
Minn., and Montevideo, Ura
guay. Already U.S. grammar and
high school students in 71
classrooms, 920 schools and
six city school systems have
been matched with a foreign
equivalent - and it's just the
beginning, according to Proj
ect Director Dr. J. Cloyd
Miller.
Miller hopes to have 900,
000 students in the program
by the end of 1983.
"International friend ship
appeals to youngsters," Miller
said. "They are more open
minded and curious - anxious
to know more about every
thing. They are less handi
capped than adults by preju
dices and strong opinions.
Belter Understand
"If children learn more
about what they have in com
mon with the other people
of the world, as adults they
will be better able to under
stand change and work for
peace.
"And they may even be
able to influence the attitudes
and actions of their parents"
The program's office here
processes and pairs requests
received from schools all
over the world. It provides
schools with Spanish, Japa
nese, French and Portuguese
English dictionaries to help
overcome the language barriers.
Many schools, such as the
25 per cent of the New York
City schools active In the pro
gram with Tokyo, plan to ex
change students.

and art displays with Terao
Junior high students in Yoka
hama, Japan.
A visit of African educa
tors to College Elementary
school, Areata, Calif., sparked
fifth grade exchange of his
torical anecdotes, hobby in
formation and comparisons of
family life with a Ghana
school.
Miller said the most dra
matic evidence of foreign in
terest has been from South
America.
"We have emphasized Latin
America," Miller said. "Our
problem now is to find enough
American classrooms to fill
the nearly 350 requests a day
we get from Latin American
schools."
The sparkplug of the Latin
American success has been
Dr. Jose Guzman-Baldivicso,
formerly a practicing physici
an in Bolivia, who has served
as Bolivian Under Secretary
of Health and as a United
Nations delegate.
As a result of Baldivieso's
efforts, the Nicaraguan Minis
ter of Education has enrolled
the country's entire school
system in the program.
Miller said there have been
some difficulties such as the
tendency of American chil
dren to become impatient
when their letters aren't an
swered right away.
Time Not Same Thing
"Schedules and time do not
mean the same thing in other
countries as they do here,"
Miller explained. "Sometimes
it may take a long time for
children in a foreign school
to answer."
But that's all part of inter
national understanding. Dr.
Miller said. "We try to im
press American schools not
to worry if they give more
than they receive."
Miller, a former president
of the National Education as
sociation and president of
New Mexico Western college
before coming to People-to-People
this year, emphasizes
that the program is to give
children of many lands a
chance to learn what they
have in common with others
and not just how they are
different.

Kennedy will send Congress
next month a record military
budget calling for an eventual
force of 950 Minuteman mis
siles and a hefty increase in
conventional arms.
Informants said Kennedy (
was expected to ask funds for j
150 of the new intercontinen-
tal rockets to add to the 800 i
already authorized for the Air
Force. The first 20 Minutemen
were declared operational at
Great Falls, Mont., Dec. 11.
It was reported that pur
chases of conventional Army
weapons and Army type air
craft would be increased by
several hundred million dol
lars over the present annual
rate of about $2.5 billion.
The new budget is for the
year starting July 1. Total
military spending will run be
tween S50.3 and S51.3 billion
compared with an estimated
$48.3 billion for the year end
ing next June 30.
