Sees Necessity
To Reduce Staff

Flynn said today that if the
12-day-old strike of printers
continues, the news paper
"will have no alternative but
to further reduce our present
staff."
In a letter to the daily's
8,500 employees, Flynn also
said the News might have to
increase either the price of
the paper to readers or "raise
advertising rates . . . more
than three times the amount
they have ever been raised
In the past at one time."
Bertram A. Powers, presi
dent of the Local 6 of the
International Typo graphers
Union, was not immediately
available for comment.
The publisher said it Is in
evitable that such increases
would drive some advertising
to other media, "resulting in
less work for newspaper em
ployees." "Another alternative might
be to increase the price of the
News to the reader," Flynn
said. "Since these increases
would have to be shared with
news dealers and whole
salers, a Sunday paper priced
at 25 cents or a daily paper
selling at 8 cents would be
needed to pay higher wage
costs." And, he added, this
probably would cause circula
tion to drop.
Labor Secretary W. Willard
Wlrtz said Tuesday that the
strike might continue for the
rest of the winter.
150 Million Board Feet of Timber Is Ready for Auction
Portland - As of Dec. 1,
bureau of land management
foresters In Oregon have
readied for sale 150 million
board feet of salvage timber
from the Columbus Day wind
storm, BLM Oregon and
Washington Director Russell
E. Getty announced today.
"Several million board feet
of salvange timber have al
ready been sold," Getty said.
"The remainder of the 150
million board feet cruised and
appraised so far will be put
up for sale during December
and January."
BLM timber cruisers have j
been working on a crash
basis measuring and calculat
ing the volume of timber that
can be recovered from the
tangled patches of blown
down trees scattered over
Pacific Northwest public
lands after the Oct. 12 storm.
Lay Out Timber Sales
Other BLM foresters have
been putting in long hours of
overtime laying out timber
sales, developing access road
plans, and appraising timber
values so the storm damaged
trees can be placed quickly on
the market.
The cruise and appraisal
and sale preparation work
will continue unabated for the
next several months in an all
out attempt to have all the
salvage timber sold or ready
for sale by the end of 1963.
The 150 million board feet
of timber presently sold or
ready for sale includes 20 mil
lion board feet In the BLM
Coos Bay district, 45 million
board feet in the BLM Eu
gene district, 6 million board
feet in the BLM Medford dis
trict, 49 million board feet in
the BLM Roseburg district,
and 30 million board feet In
the BLM Salem district.

It is estimated that the Oct.
12 storm knocked down a bil
lion board feet of timber on
BLM managed lands in Ore
gon. This must all be taken
out of the woods by the spring
of 1964 in order to avoid an
epidemic beetle infestation.
Getty said the emergency
regulations waivers extended
to BLM by Secretary Stewart
Udall have expedited the
timber salvage operation.
They give BLM field officials
authority to extend existing
timber sale contracts, negoti
ate new salvage sales, adjust
advertising periods and insti
tute other emergency meas
ures to complete the salvage
operation on schedule.

Grants Pass Notification
was received by the Grants
Pass office from Robert
Pierce, state director of
Farmers Home administra
tion, that Jackson and Jose
phine counties are designat
ed a disaster area following
the recent flood damage, ac
cording to Eugene M. Den
ney, area supervisor.
This designation was made
on the basis of a preliminary
report with a request for
more specific damage details
when the Information is
available.
Any established farm op
erator Is eligible for an emer
gency loan if he has suffered
substantial damage due to the
disaster, if he is unable to ob
tain credit from other sources
to continue his normal opera
tions and If he has reasonable
prospects for success. The
loans must be adequately
secured.
Loans are made for annual
operating expense, replace
ment of machinery or live
stock lost as a result of the
storm, purchase of essential
home furnishings damaged or
destroyed, replacement or re
pair of buildings, bridges,
fences, irrigation systems, re.
leveling land and clearing of
debris made necessary as a
direct result of the storm.
Emergency loans cannot be
made to refinance debts or to
compensate applicants for
their losses. Interest is 3 per
cent with repayment period
depending on purpose for
which a loan Is marie and
available security, Denney
said.
There may be some owners
of small tinlln or homeslles
who do not have adequate
farm Income to qualify for
emergency loans who need
assistance for replacement or
repair of homes or service
buildings. These individuals
may qualify for assistance
under the regular Rural
Housing loan program, he
added.
