'Printing Error' Used
As Sales Promotion
An alleged printing error
has been used as a sales pro
motional by a New York state
firm, according to the Better
Business bureau, with which
the Medford Chamber of
Commerce is affiliated.
The Portland bureau has
received several telephone
calls from firms which have
received letters, in which
"Advertising Gifts of Distinc
tion," a division of the Union
Pencil company, Yonkers,
N.Y., states that it has rec
ently received an order for
pencils from a firm similar in
name to that of the recipient,
that it pulled the recipient's
name and address from the
files in error and ran an or
der of several hundred print
ed pencils.
The mail piece continues
by stating that although the
error was its own, the pencils
are available for four cents
each, plus a premium of a
free watch, according to the
release from the Portland
bureau.
Local Men Named
To Group's Board
Two Medford men, Clint C.
Neely of the Neely-Nelson
Lumber company, and Ernie
Wilson, Wickers Lumber com
pany, have been named to the
board of directors for the
Western Lumber Marketing
association.
They were elected during a
recent annual convention in
Portland when Hershal M.
Tanzer, Portland, lumberman,
was elected president.
The organization, organized
two and one-half years ago, is
made up of sawmill owners
and lumber wholesalers of
Oregon, Washington, Cali
fornia, Montana, Idaho; Brit
ish Columbia and Alberta,
Canada.
Phoenix Kindergarten
To Close for Holiday
Phoenix The Phoenix
kindergarten, located in the
Phoenix Community building,
will close for the Christmas
holidays Friday, Dec. 21, ac
cording to Miss Mabel Moore,
teacher.
The children will hold a
Christmas hour before the
kindergarten closes, Miss
Moore said. School will re
open Wednesday, Jan. 2.
MEDFORD
Investigation by the New
York Better Business bureau
revealed that the pencils al
legedly printed in error have
not been printed, and upon
receipt of an order, it will
be filled and the printing
done for the first time, the
bulletin continues. In other
words the entire practice was
merely a deceptive "gim
mick" to obtain sales, the
BBB explained.
At the time the bulletin
from Portland was going to
press, information from the
New York BBB advised that
counsel for the Union Pencil
Company Inc., had assured
them that the practice had
been discontinued.
Suggestions Made
For Holiday Calls
Looking ahead to the an
nual surge of long distance
calls on Christmas Eve and
Christmas Day, Pacific North
west Bell's Medford manager,
J. H. Creager, has offered
some suggestions to follow.
They include:
Consider calling Satur
day evening or Sunday the
lower rates start at 6 p.m.
and continue all day Sunday.
If possible, avoid peak
hours, 6 to 8 p.m. Christmas
Eve and 2 to 4 p.m. Christmas
Day.
Dial long distance calls
directly when possible, in
structions are in the front of
the telephone book.
Call station to station
rather than person to person.
Call by number in any
case, including the area code
for calls to points outside
Oregon.
Voice paths to America's
smaller towns or rural com
munities are the ones most
likely to become clogged by
holiday calls. Early calls to
these points can almost al
ways be completed immedi
ately. Nearly iwice the normal
force of operators will be on
duty throughout Oregon and
extra long distance circuits
will be used to help meet the
rush, Creager said.

Some Government 'Plums' Exempted
From Competition of Civil Service

tion of which federal jobs
should be under Civil Service
and which should be filled by
other means,
such as pa
tronage, is al
ways a deli
cate one.
I haven't
talked with
an average
politician re
cently, but
past observa-
ivmi tion leads me
to believe that his views on
this subject can be summar
ized somewhat as follows:
-He favors a strong merit
system while recognizing the
need for additional patronage
positions.
-He particularly favors a
strong merit system when the
other party is in power, and
he can better recognize the
need for additional patronage
positions when his own parly
is in control.
What I'm leading up lo here
is that the Civil Service Com
mission has just published a
revised list of (he jobs, or if
you prefer a fruitier expres-1
sion, the "plums" that are ex-;
empted from the competitive,
service.
Unfortunately. In com
mission did not indicata
which, if any, of lh posi
lioni are vacant at in mo- :
ment. But I thought it might
be helpful if I mentioned a
few of them, just lo show
how the wind it blowing.
Employees who may be
hired without a Civil Service
