Portland -WFIi- State Sen.

pleaded innocent in circuit
court here Friday to a charge
of failing to remain at the
6cene of an accident.
He was accused of leaving
the site of an accident in
Portland last Oct. 8 in which
a man was killed.
Grenfell entered his plea
hpfore Circuit Judge Charles
W. Hedding. His trial is ex
pected to be held late next
month.
He also faces a charge of
filing a false police report.
He is scheduled to appear in

Grenfell, who was running
for the Multnomah county
commission at the time of the
accident, told police he was
injured when he was abduct
ed and pushed from a moving
car.
His attorney later issued a
statement that Grenfell had
concocted the story because
he did not wish to be con
nected with the accident.

Order Permits Use
Of Foreign Ships
In Lumber Trade
Washington - H'PD -- Com
merce Secretary Luther Hodg
es has approved a federal
maritime administration
(FMA) order allowing t h e
Georgia Pacific Co., Portland,
Ore., to use foreign vessels
to ship lumber to Puerto Rico.
Hodges approved a recom
mendation by FMA hearing
examiner Paul N. Pfeiffcr
that the firm be allowed to
use lower-cost foreign ships
under an amendment to mari
time laws passed by Congress
this year.
Pfeifter had recommended
originally ' that Georgia Pa
cific must first give the U. S.
shipowners three days in
which to meet any rate quot
ed by a foreign shipowner.
However, the period was ex
tended to five days in the
order approved by Hodges
and the FMA.
Meanwhile the maritime ad
ministration began new hear
ings on similar requests by
other Pacific Northwest lum
ber companies.
Ship Lumber
Asking similar permission
to ship lumber to Puerto Rico
aboard foreign cargo vessels
were Dant and Russell, Inc.,
Portland; Oregon Lumber Ex
port Co., Portland; Seaboard
Lumber Co.. Seattle, and
Simpson Timber Co., Seattle.
Legislation to allow the
foreign flag shipments was
recommended last summer by
President Kennedy in an ef
fort to help the hard-pressed
west coast lumber industry
meet Canadian competition
in U. S. markets.
Some American shipp 1 n g
lines opposed the legislation
and the resulting applications
by the lumber companies for
exemption from historic mari
time laws limiting intcrcoast
al trade to U. S. ships.
Printers' Strike
Threatens Life
Of Major Papers
New York (UPD A spokes
man for the New York Pub
lishers association has charg
ed that demands of striking
printers threaten the survival
of some of the city's nine ma
jor dailies.
Walter N. Thayer, presi
dent of the New York Herald
Tribune, said the printers'
"unjustifiable" demands
would cost the newspapers
more than $40 million a year.

tic views on the prospects for
a quick end to the strike
which has Idled 20,000 em

In his television appearance
Thayer, who said he was ex
pressing the views of the pub
lishers association, declared:
"We can all survive a long
strike, if need be. We must
also be able to survive the
settlement when it is reach

FREQUENT QUESTION
New York - IUPD - The most

Government Sfuckj
To State Contract
To Avoid Lawsuit
Washington - WPD - Senate
investigators have been told
that the government agreed
to stick by an Oregon alumi
num contract in 1955 rather
than face what Sen. Stuart
Symington charged was an
"incredible" damage suit for
$70 million.
Symington, chairman of the
stockpile investigating sub
committee, said he could not
understand why government
attorneys were "so eager" to
honor a contract with the
Harvey JWachine Co., now the
Harvey Aluminum Co., Tor
rence, Calif.
The Harvey firm was rep
resented by a New York law
firm headed by former Gov.
Thomas E. Dewey.
Contract in Dispute
The committee heard testi
mony that one of the govern
ment's lawyers, Maxwell El
liott, ultimately went to work
for Harvey Machine. Elliott
had been general counsel of
the General Services admin
istration (GSA) when the con
tract for 270,000 tons of alu
minum for the national stra
tegic stockpile was in dispute.
So far the government has
bought $71,838,000 worth of
aluminum under the contract
and may purchase $30,860,000
more from the Harvey plant
at The Dalles, Ore.
Attorney James Nickerson,
of New York said Dewey, for
mer Republican presidential
nominee, turned the case over
to him and that he "handled
it from beginning to end."
The committee did not In
quire what legal fee was In
volved. Nickerson explained that
he concluded the government
had "dishonored and breach
ed" a 1953 contract with the
Harvey Co. He said the gov
ernment failed, as promised,
to provide power from the
Bonneville Power administra
tion. The Harvey firm by
then, he said, had spent $2
million in developing its alu
minum plant at The Dalles.
Claim Was Just
He said someone in govern
ment had failed even to ask
Congress for the money need
ed for the power setup. He
said he felt his claim was
just then and that he still
believes so.
Faced with the law suit
threat, Nickerson recounted,
Defense Mobilization Chief
Arthur S. Flemming decided
to "honor the contract." Nick
erson conceded that he esti
mated his client's potential
loss "liberally'' but said this
was customary In a damage
case.
Symington, Missouri Demo
crat, while complimenting
Nickerson for his "magnifi-
cent" legal performance, said
it was incredible to him for
a $2 million expense to justi
fy a $70 million damage
claim. He said that if all gov
ernment contractors took that
position when the need for
a product ended, the cost
would be immense.
The committee contends
that the government stock
pile had more aluminum than
it needed in 1955.
