Indications Point To Continued Rise In Education Costs

lot of money to run Oregon's
schools. The price goes up
every biennium.
Gov. Mark Hatfield, in his
budget message Saturday,
recommended a total educa
tion expenditure of $329.2
million for 1963-65. This is
more than the entire 1958-61
general fund budget of $312.1
million.
Education accounls for 25 6
per cent of the $1,285,700,00(1
the governor envisions will
be spent during the coming
two years.
Social services account for
21 per cent ($269.7 million),
transportation 19.6 per cent
($251.1 million) and commerce
and labor 18 per cent ($231.3
million), with public health,
public safety, natural re
sources, general government
and capital construction mak.

When you break education
down into sections of revenue
sources, you find schooling
lakes more than half of the
state's proposed $405.3 mil
lion general fund budget -50.4
per cent, or a total of $240.9

outside the general fund, such
as federal aid.
While education takes the
biggest slices from the gener
al fund, it ranks fourth in
revenue received from other
sources - behind transporta
tion, commerce and labor,
social services.
To get an idea how fast
education expenditures are
rising, in the 1959-61 bienni
um the total was under $225
million. This is more than
a $100 million increase in
just six years.
In general, here is how
some of the educational dol
lar would be spent under the
governor's proposed budget:
School for the blind. $714,.
000: school for the deaf, $1,.
649,000; department of educa
tion, $164,144,000; board of
higher education, $138,7 15,
000; state library, $1,135,000;
Oregon museum $35,000; and
scholarships $486,000.
And of course in addition
to the above, the governor
called for a $45 million bond
issue to finance new construc
tion at the state's exploding
colleges.
There's every reason to be
lieve the education budget
will keep on growing.
Indeed, the governor said
so in his remarks to the leg
islators. "There are many who be
lieve that the slate should
provide half of l),e cost of lo
cal schools. Present state sup
port falls significantly short
of this mark but effort must
be continued toward closing
the gap.
"Two years ago, appropri
ations were made to raise
school support by $10 per
school census child in 1961
62 and an additional $5 per
child in 1962-63.
"I recommend that we in
crease the $120 per child now
provided to $130 per child
during the 1963-65 biennium
at an added cost of $11,448.
810 for the biennium," the
governor said.
The governor added, "If ad
ditional revenues are made
available by legislative action
or if substantial reduction in
other programs are directed
by the legislature, funds so
freed should be applied to
further increases in the rale
of basic school support."
With school enrollments
continuing to spiral, this
could mean many millions of
added expenditures in the
coming years.
While rpcaking of higher
education, Hatfield noted en
rollments at state colleges
and universities doubled dur
ing an eight-year period, pre
senting "a staggering chal
lenge to state government."
