Washington - IDPIl - A sharp
and unexpected rise in the
number of jobless teen-agers
caused the nation s unem
ployment rate to rise three
tenths of 1 per cent during
November to 5.8 per cent of
the total labor force, the La
bor Department has announc
ed.
Unemployment usually
rises during November but
the Increase from 5.5 per cent
in October to 5.8 per cent
caught Labor Department ex
perts by surprise.
They were unable to ex
plain why there was sudden
ly an increase of 150,000 in
the number of unemployed
teen-agers between 14 and l'l
at a lime when there is
usually no increase in this
category. Most of the job
less teen-agers are boys be
tween 18 and 10.
Seymour Wolfbein, the La
bor Department's unemploy
ment expert, said the 5.8
per cent rate was as high
as it has been any time this
year and reflected economy
which is "holding Its own but
Is making no forward thrust."
The rate a year ago was 0.1
per cent.
Wolfbein said there was no
significant change in the em
ployment rate for men and
women between October and
November.
Practically all of the change
was due to the teen-agers.
The unemployment rale for
them was 13.3 per cent in
October and rose to 15.2 per
cent in November.
The number of jobless boys '
rose from 650,000 to 750,000 j
during the month.
Wolfbein said it had not
yet been determined whether ;
the new unemployed teen
agers were dropouts from
school entering the labor j
market or whether they were
teen-agers who lost their
jobs. j
'Circuit Rider' Repair Scheduled

sculptor's shop for repairs.
The statute of a circuit rid
er astride his horse was do
nated to the state in 1024 and
stood in tlie park east of the
Capital Building here.
After Oct. 12 it rested near
ly upside down where it was
toppled from its pedestal.
The head was partially
crushed, and most of the
seams were split.
Sculptor James Hansen of
Vancouver is the only man on
the West Coast qualified to do
the repair work, according to
Dale Mallicoat, administrative
assistant to Secretary of Stale
Howell Appling Jr.
Repairs were estimated to
cost from $3,800 to $5,400,
Mallicoat said. Emergency
funds were to be used to pay
for the repairs, which may
take up to eight months to
complete.
