But the Communist leaders
have stated that this year's
autumn harvest was "slightly
better" than last year's, and
there are signs that food pro
duction is once again on the
rise.
The regime is throwing
everything it has into raising wheelbarrow, plows, rakes, balance probably will shift

millions of Chinese are sent
into the countryside to work.
One of China's worst short
ages is in farm implements.
The mainland press has re
ported that even simple farm
tools are in short supply and
cannot be repaired properly.
Only 10 per cent of China's
farmland is worked by trac
tor, according to the Com
munist press.
The official Peiping Peo
ple's Daily has reported that
there are shortages of carta,
baskets and fertilizer con
tainers.

Japan a major trading part
ner with China in terms of
the value of goods exchanged,
propelling Japan far ahead of
such other non-Communist
nations as Britain and West
Germany.

affairs experts here that
China will import more
from Japan during the first

terpretive reading.
The tournament is under

in making arrangements and
judging by students and fac
ulty members of the depart
ment and Tau Kappa Alpha,
national honorary forensic

Educational Programs of East Reviewed for AshlandChamber
Ashland Some aspects of
the educational programs re
cently observed in the New
England states and in Illinois
by a group of Rogue valley
educators could be adapted
for use in the Ashland school
district, the Ashland Chamber
of Commerce was told Tues
day. Stanley C. Jobe, superin
tendent of Ashland school
district 5, who was a member
of the Rogue valley group,
told chamber members about
the trip at the weekly cham
ber luncheon.
Ashland could adapt some
aspects of the programs he
observed, Jobe said, but he
felt others had not really been
proven effective by the New
England districts experiment
ing with them.
The superintendent added
that he would be making a
full report to the district
board at its next mcetirg.
Program Observed
The principal program he
observed in action was Ihe
technique of team teaching.
Teachers were organized into
teams, ranging in number up
to six or more, he explained,
with each team assuming re
sponsibility for teaching a cer
tain number of students.
A principal purpose of the
team program was to make it
possible for a group of teach
ers to work jointly with each
student.
Each team was assisted by
a teacher's aide and a clerical
aide to take care of the more
menial jobs normally required
of teachers and leave the pro
fessors available for teaching,
Jobe explained.
Impressed By Land
Officials of school districts
using this system explained
that It cost them no more, be
cause under the previous sys
tem they needed seven teach
ers instead of six. and for the
salary of one teacher they
could employ two aides.
Jobe said he was also im
pressed by the large amounts
of land set aside for school
'sites in the school district
visited. The high school at
Wayland. Mass., for instance,
has a campus of 100 acres, he
reported. "I don't remember
seeing any school with less
than 15 acres," he comment
ed, "and these were all in fair
ly heavily populated areas
where land Is expensive."
In another portion of his
talk, the superintendent men
tioned that he arrived in
Massachusetts as the Kennedy-Lodge
election campaign
was leaching Its climax.
"Everyone talks politics
back there, even in high
school," he said, adding that
one could have predicted a
Kennedy victory by noting
mat more of the high school
classes he visited appeared to
be pro-Kennedy than those
who were pro-Lodge.

with a comparison of property
taxes in Massachusetts with
those in Oregon. Property in
Lexington, Mass., was assess
ed at 40 per cent of value, he
noted, as compared with 25
per cent of value In Oregon.

Driving Proposed

Superintendent H. G. Maison
said Thursday a bill will be
introduced in the 1963 legis
lature that would allow a
drunk to be arrested for drun
ken driving even though an
officer came on the scene aft
er the drunk's vehicle had
stopped, or was parked.
This bill, known as the
"physical control" proposal,
would be a boon to enforce
ment efforts against drunken
drivers, Maison said.
Under present law, If the
car of an intoxicated person
has come to a halt, or Is
parked with the drunk In It
that person can only be
charged with being drunk on
a highway.
A charge of drunken driv
ing is more serious, and the
penalties are much stlffcr.
Such factors as skid marks
would enter Into a determina
tion of whether a person had
physical control of a stopped
vehicle.
