Put Tax Reduction
Off Until 1964

predicted a "real donnybrook"
in Congress if President Rea
nedy proposes new programs
of federal spending as well as
an overall tax cut.
Such a battle could even dc
lay action until 1964 on tax
revision, he said.
Bennett, a high ranking
GOP member of the tax-writ
ing Senate Finance commit
tee, said he "might vote
against any'' tax reduction un
less "there is also some cvi'
dence of a willingness" by the
administration to cut federal
spending.
Apply Finishing Touches
The administration is put
ting the finishing touches on
its planning for 1063 tax cut
and reform proposals.
So far no "final" decision
has been made by President
Kennedy but some key fea
tures of the plan have emerg
ed with considerable clarity.
The main share of tax relief
is to go to individuals, partic
ularly those in the low and
middle income brackets.
A cut in the 52 per cent
corporate tax rate is in pros
pect, but it is not likely to be
more than five percentage
points, or $2.5 billion and it
could be even less.
On the question of tax re
form, some decisions have
been made, but they hinge on
Kennedy's approval.
Slash Sick Pay
Under present thinking
there is a strong likelihood
the administration will ask
Congress to:
Repeal or drastically re
strict the exemption of sick
pay from taxable income.
Tighten up on capital
gains tax. One way would be
to lengthen the period of time
an asset must be held before
profit from its sale could be
treated as a capital gain.
Tighten up on taxation of
oil and gas producers. There
is a strong feeling among
many administration officials
that the 27 k per cent deple
tion allowance for oil and nat
ural gas Is unwarranted.
Repeal the $50 exclusion
and 4 per cent tax credit for
dividend income. Government
experts feel the exclusion and
credit discriminate in favor
of high Income individuals.
Stocks Continue
To Retain Gains

feature, rose nearly 2Va after
announcing plans for major
refinancing.
Chemicals were mixed with
Union Carbide up better than
2 and Du Pont off about 1.
Steels were firm and aulas
were narrowly mixed. IBM
shed more than a point in the
electronics and oils were
erratic.
Some metals firmed but a
few growth stocks tended to
move lower.

Oregon United Appeal and the
recommendations, which will
be forthcoming as the commit
tee completes its assignment,
while basically aimed at
strengthening the operation
and effectiveness of the Ore
gon United Appeal will def
initely prove of extreme value
to the United Crusade area
once they are implemented and
begin to show tangible results."
Also attending the session
was R. 11. Travis from Mcd
ford, president of the Oregon
United Appeal, who reported
that final results of the study
committee's actions and rec
ommendations should be pre
sented to the executive com
mittee of the OUA sometime
in December.
Travis also reported that
the study committee under the
chairmanship of Ben llaiou of
Portland had done an out
standing job and truly repre
sented the interests of the en
tire stale as the membership

major population areas of Ore

Paris - fUPD - A four-engined
Soviet-made airliner carrying
13 passengers and a crew of
eight crashed and burned to
day during a landing approach
at Le Bourget Airport.
There were no survivors,
airport sources said.
The plane, believed to be a
turbo-prop jet Ilyushin 18 of
the Hungarian Malev Airlines,
was en route from Budapest
to Paris via Frankfurt, West
Germany.
It plunged into the ground
and caught fire near the vil
lage of Roissy - en - France,
about six miles north of Le
Bourget, one of two major
airports in Paris.
The Ilyushin 18 is a Soviet
made plane in use with sev
eral Communist bloc nations.
It has a passenger capacity of
between 73 and 111, depend
ing on the seating arrange
ment. Sources at Orly Airport,
which is on the south side of
Paris, said they had been
watching the Ilyushin ap
proach Le Bourget on radar.

of the news magazine Der
Spiegel during his 35-minute
speech, referring to the crisis
it provoked in his coalition
cabinet as "superfluous."
Doesn't Expect Force
Adenauer said he did not
think the Soviet Union would
use force against isolated Ber
lin. "If, nevertheless, it comes
to the use of force, our troops
will stand in the very first
line." he said.
This statement appeared to
reverse his government's pre
vious stand tiiat West German
troops were assigned to NATO
and could not be pledged In
advance to fight for Berlin.
It was believed the change i
resulted from his recent talks
with President Kennedy in
Washington. The United States
has urged such a commitment.
Tonight's address was ex
pected to deal with foreign
policy and to explain Adenau
er's stand on the crisis in
which the Free Democratic
party pulled its five ministers
out of his cabinet over the con
troversial police raid on the
news magazine.
Publisher Arrested
The magazine's publisher
and four editors were arrested
on suspicion of bribery and
treason for a military article
in the magazine. Opponents of
the government called the ac
tion a throw-back to the days
of the Gestapo.

GERMAN GENERAL RETAINS NATO POST
Paris-ltlPII-Gen. Adolf Heusinger of West Germany will
remain chairman of the North Atlantic Treaty Organization
(NATO) Military Committee in Permanent Session for another
year effective March 1, 1963, NATO announced Thursday.
The chairmanship normally is hold for a two-year period,
subject to a one-year extension. Heusinger has held the post
since March, 1961.

is on the north side of the
city.
Roissy-en-France is a village
of about 1,100 persons.

Bank debits for the south
western Oregon area includ
ing Jackson, Josephine and
Curry counties, increased in
October, 1962, compared to
October, 1961, the University
of Oregon bureau of business
research has reported.
Debits for October, 1962,
totaled $108,614,844. For Sep
tember, 1962, the total was
$102,892,928, and for October,
1961, the total was $96,781,
543. Bank debits represent the
dollar value of checks drawn
against the deposit accounts of
individuals and business firms.
Airport sources at Le Bour

ly known whether the plan

country or in the built-up sec
tions of the village.
Hungarian Embassy offi
cials drove to the village to
inspect the crash scene, an
embassy spokesman said.
The spokesman said there
were no officials or well
known personalities aboard
the flight from Budapest.
