The shortage of coins seems
to be most acute in the North
cast and Midwest, and threat
ens to harass merchants and
customers alike during the
Christmas season.
Treasury and federal re
serve officials say pennies and
nickels are in the shortest sup
ply, and the possibility of a

A retail chain store in Chi
cago, where the problem is
worst, spent $10,000 to bring
in coins from other cities and
is considering offering custom
ers scrip instead of hard cur
rency in making change and
cashing checks.
The Treasury would like to
increase production at the
Philadelphia and Denver
mints, but it doesn't have the
money. Officials hope to get
quick approval from the Bud
get Bureau and key members
of Congress to spend funds not
specificially earmarked for
production costs.
The problem is reported to
arise from Congress' failure to
pass a supplemental approp
riation bill in its rush to ad
journment last month. The
bill that died contained $500,
00 for the Bureau of the Mint.
Miss Eva B. Adams, director
of the bureau, estimated the
$500,000 would finance pro
duction of an extra 420 mil
lion coins. If the money had
been made available, she in
dicated, a substantial propor
tion of the coins would be
coming out of the mints now.
Area Reports
John R. Farrell, the Federal
Reserve System's director of
bank operations, said the 12
reserve banks were asked if
their coin inventories were
"alarmingly low," and report
ed as follows:
Boston and New York: all
denominations in very short
supply; Philadelphia: only
half-dollars in adequate sup
ply; Cleveland: all short; Rich
mond: adequate reserves; At
lanta: supplies adequate ex
cept for a "somewhat low"
stock of nickels; Chicago:
acutely low stocks of all de
nominations, the tightest
pinch in the nation; St. Louis:
nickels completely exhausted,
pennies, dimes and quarters
very low; Minneapolis: nickels
very low, pennies and dimes
lower than desired; Kansas
City and Dallas: fairly ade
quate stocks; San Francisco:
nickels low.

the Oregon Constitution a bad
ly needed overhaul is like
trying to tell the queen moth
er she can't wear those com
fortable, patched up old ga
loshes anymore.
It is a very delicate under
taking, and the political im
plications are great.
Oregon s Constitution be
gan as a basic, relatively lean
document of about 11,000
words. That was 103 years
ago.
Today, it is still basic. But
it is also old and patched up.
It has been amended 111
limes five times as much as
the U.S. Constitution. It has
swelled to nearly 22,000
words, one of the most wordy
in the nation.
A major reason behind this
great and disorderly growth
is the Oregon initiative and
referendum law passed in
1002. It makes amending fair
ly easy.
Special Interests
There are numerous cases
where special interest groups
have taken out initiative pe
titions, gotten their pet aim
before the voters, and then
had it approved frozen into
the Constitution. This pre
vents the legislature from
tinkering, for only the peo
ple can change the Constitu
tion. The result Is that the Con
stitution is loaded with ma
terial that belongs in the sta
tutes.
The initiative law, howev
er, is considered sound and
vital by experts, and there is
no campaign to get rid of it.
Many provisions are obso
lete, such as the bans on duel
ing and holding a title of no
bility. One of the provisions in
the Oregon Bill of Rights is
liquor - hy - the - drink, rank
ing right along with such
rights as freedom of worship,
and speech. This is comical,
and detracts from its prestige.
The death penalty is also in
the Dill of llights, guarantee
ing every citizen's right to be
executed.

man, who is being
held in connection with the
fatal shooting of a rookie
state policeman, has been
transferred to the Wasco coun
ty jail.
Edward Sheckler of Port
land was brought here Fri
day from the Gilliam county
jail at Condon. The transfer
was made because the Wasco
county jail provides a 24-hour
watch of prisoners.
Sheckler was indicted by
the Gilliam county grand jury
on a charge of first degree
murder. He is accused in the
death of policeman Ralph
Bates, 24, of Medford. Bates
was shot to death on U.S.
Highway 30 near Arlington
Nov. 7.

was instrumental in the in
vestigation that led to Hiss'
conviction in 1950 of perjury.
Smear Denied
In New York, James Hag
erty, ABC vice president in
charge of news, defended
Hiss' appearance on the pro
gram as "representing a chap
ter in Mr. Nixon's history."
Hagerty called the appearance
"debatable" but denied that
"we used him deliberately to
blacken or smear the patriot
ism of Richard Nixon."
As for his own opinion of
Hiss, Hagerty said "I have
no use for him, never have
and, never will have."

not find another candidate and
he was drafted.
