A native of Vinton, Iowa,

comfortable, book-lined home
near Hollywood. He isn't as
"skinny" as when he climbed
the wall around the Forbidden
City. But he is trim, alert and
well read. He has two sons -

we can, though very tentative
ly, see some of the implica
tions and side effects of the
two obvious major crises we
are now living through the
one in this hemisphere around
Cuba and the other in Asia
around the invasion of India.
AS for Cuba, though the full
agreement about verifi
cation of the removal of the
strategic weapons is still to be
worked out, there is no doubt
that the United States has the
upper hand in this part of the
world.
For if Castro attempts to
frustrate the implementation
of the Kennedy-Khrushchev
agreement, he will lay himself
open to heavy penalties from
a tightened blockade. The
Soviet Union cannot now pro
tect him in his recalcitrance.
It will not protect him because
its own interest is to write off
the Cuban military venture as
fairly as possible. It is dis
mantling its own missiles and
it does not have the naval
power to challenge, even if it
wanted to risk war for Castro,
the blockade of, let us say. oil
shipments.
Castro has been deprived of
the military protection of the
Soviet Union, and if he is to
replace it with some guaran
tee besides the promise of the
United States not to invane
him, his best course is to in
vite the Organization of Amer
ican States to make Cuba a
neutralized island which will
concentrate its attention on
Its own internal development.
VHAT is happening in Cuba
is having far reaching ef
fects not only in Latin Amer
ica but, almost certainly, in
Africa and the Middle East
and Asia. Cuba itself is not
very interesting to Africans
and Arabs and Asians. But dv
conjunction with the Chinese
invasion of India, the effects
of the Cuban affair are com
pounded. Both in Cuba and in
India the Soviet Union lias
had to water down or write
off the promises of support
which it had made.
India's foreign policy under
Nehru has. as lie himself has
confessed, been based on an
illusion. But what was the il
lusion? Not that the Chinese
were too kind to hurt India:
Red China has been nibbling
at the Indian frontier for five
years The Indian illusion was
that the Soviet Uninn was the
paramount power in the Com
munist orbit and that it would
and could prevent China from
committing a serious acgres
aion against India
It is not. I think, an exag
geration to say that these par
allel and coinciding crises in
the Americas and in Asia have
reduced dramatically the va-
lue of the Soviet guarantee to
a distant country.
This will have great rever
berations in the underdevelop
ed and unaligned and newly
liberated nations. They will I
no longer have India as their
leader and their spokesman
and their example, for India
will no longer be unaligned.
NOT being myself a Krem
linologist, I do not know
what will be the effect of the
two great crises on the inter
nal situation of the Soviet Un
ion. But if we suppose that in
the crunch the vital interests
of the Soviet Union will be
put ahead of the Communist
ideology, then, so it now ap
pears, the Soviet Union may
be entering upon an internal
conflict of enormous propor
tions. The Soviet Union finds it
self contained and blocked in
both directions. In the West,
towards Europe and the
Americas, the nuclear balance
of power is against her, and
her two attempts to close the
gap by resuming testing and
by planting first-strike mis
siles, in Cuba have failed.
In the East, Red China is
consolidating control of the
Tibetan plateau which threat
ens Soviet Siberia. By the
blow at India, Red China has
dethroned the Soviet Union in
India and shown that neutral
ism in Asia will not be tolcr-1
aled. Overriding all this is the
prospect that Red China is
growing in strength in spite
of its economic troubles, and
that in the years to come Red
China will, with its vast arm-1
! ies and wilh nuclear weapons,
j threaten the whole Soviet po
I sition from the Urals to the
j Pacific.
rPHE crucial question is. it
seems to me. whether the
Kremlin will take a short or a
long view of the situation.
On a short view, the Krem
lin will nretenH that there is
J no significant change inside
' and outside t h e Communist
'world, and ventures will be
I made to recoup what prestige
may have been lost.
I But on the long view, which
is that of the security and
well-being of the Soviet peo
ple and the peace of the
world, the true interest nf
Russia is to make peace in
Europe and with the West,
and. to speak indiscreetly, to
recognize that the contain
ment of Red China is becom
ing much more important
than any other Soviet interest.
