" The U.S. has declared a
blockade of Cuba.
Communist ships and,
presumably neutral ships
are plowing westward in the
Atlantic. A U.S. fleet is plow
ing eastward through the At
lantic. It has orders to stop
nd'or turn back ships carry
ing offensive arms to Cuba.
Our defense officials in
Washington say the blockade
line will be extremely flex
ible. The plan is to spot ships
by plane as soon as there is
reason to suspect that they
are heading for Cuba. If track
ing indicates that Cuba is
their destination, they will be
intercepted at sea. First, they
will be required to submit to
search.
THE ORDER to stop will of
course be transmitted by
radio. If a ship refuses to stop,
a shot will be fired across its
bow. If it still fails to stop,
our ships will be free to SINK
IT if they can.
Presumably, they can if
they try.
WHAT will happen when the
ships meet?
: We'll have to wait and see.
What will happen is on the
knees of the gods.
WE HAVE declared a block
ade of Cuba.
What is a blockade?
.. In recent centuries, a block
ade has had to be established
by FORCES ON THE SPOT.
J'Paper" blockades have not
been respected. In other
words, we can't just say
THERE IS A BLOCKADE and
expect foreign ships to turn
ground and go home.
; We must be ready to
SHOOT if the challenged ship
jfails to stop. '
HOW ABOUT air cargoes?
Well, it is questionable.
The Russians weren't able to
STOP US from supplying Ber
lin by air when they "block
Bded" Berlin.
Our supply planes went
through and the Russians
didn't shoot.
ARE THERE efforts to med
iate the crisis?
Well, the situation has been
placed before the Security
Council of United Nations.
There are 11 members of
the Security Council. It will
'lake seven votes to CENSURE
Russia. Whether the seven
votes can be mustered re
mains to be seen.
BUT
What the Security Coun
cil does isn't TOO important.
-WHATEVER it does, Russia
.will veto it. It will take seven
.votes to OVERRIDE the Rus
sian veto.
It seems improbable that
seven votes to override can
be mustered.
Record Peacetime
Appropriations
Measures Signed
. Washington -dpi)- President
Kennedy today signed the
last two money bills passed
.by the 87th Congress, com
pleting enactment of a record
peacetime total of $102,262,
154,659 in appropriations.
The measures were among
11 signed into law by the
president. This cleared h i s
desk of legislation approved
by the Congress before it left
the capital.
The other measures includ
.ed legislation cutting taxes
.immediately for all persons
.over 65 who have big retire
ment incomes.
Total funds voted by Con
gress to operate the govern
ment this year has been ex
ceeded only twice before
both times during World War
II.
Subject of Wrangles
. The measures signed today
. provided $5,487,029,500 for
the Agriculture Department
and $5,069,134,000 for public
works projects and the Atom
ic Energy Commission. Both
were the subject of bitter
wrangles in the hectic last
days of Congress.
The public works bill in
cluded $1,077,526,800 for the
Army Corps of Engineers,
$394,203,600 for the Bureau
of Reclamation, and $400 mil
lion for acceleration of all
types of public works under
Kennedy's standby antireces
sion program.
The tax relief, in effect,
boosts to about $6.0011 the
amounri of retirement income
a couple over 65 can receive
without paying income taxes.
For couples who receive all
their retirement income from
stock dividends, the tax cut
off point will be $7,000 a
year.
