Concerted Drive
On Water Project
Laws Proposed
Portland - OJPI) - National
reclamation leaders were
urged here Wednesday to
make a concerted drive for
the overhaul of water project
laws, including more atten
tion to the water needs of
cities.
Ralph M. Brody. chairman
of the California Water com
mission, discussed trends in
managing water resources at
the 31st annual convention of
the National Reclamation association.
Other opening day speakers
Included Oregon Gov. Mark
Hatfield and Sen. Wayne
Morse (D-Ore.).
Brody criticized what he
called a "hit and miss" ap
proach to Irrigation and flood
control projects throughout
the West.
19th Century Policies
"Wc seem to be operating
with lflth century policies and
legislation to solve 20th cen
tury problems," he said. He
noted the basic reclamation
law was enacted at the turn
of the century when most of
the West was rural.
Brody said Claifornia has
blazed new paths in fcdcral-
slate-local cooperation on wa
tor projects. But he said lack
of an over-all modern policy
still left development piece
meal and "catch as catch
can."
Brody said one outmoded
section of the reclamation law
is the part that gives irriga
tion priority over home, urban
and Industrial water needs,

mation law was enacted the
West has become predomi
nantly urban and manufacture
has boomed.

"One must take heed of the
fact that our metropolitan
areas and their water needs
Just cannot be considered of
lesser importance to irriga
tion," he said. "The concepts
under which reclamation law
were based should be reevalu
ated." Brody suggested that water
development projects for ur
ban and industrial use be
placed on an equal status with
irrigation and rural use.

Barnett Decision
Believed Due Soon
New Orleans - (UN) - Court
observers today predicted a
decision In the contempt case
against Gov. Ross Barnett
would not be handed down
unlil the end of the week or
early next week.
Seven judges of Hie U.S.
Mil Circuit Court of Appeals
continued consideration of
what action they would take
against the governor.
One source noted that the
judges, who were sitting in
separate courtrooms across
the south, did not receive
briefs in the case unlil at
least Tuesday. The briefs
were filed Monday and mail
ed to the judges.
One filed by Mississippi at
torneys was 8!) pages long.
Barnett, if found still in con
tempt of the appeals court for
obstructing the admission of
Negro James Meredith to the
University of Mississippi,
could face a $100,000 fine and
an additional fine of $10,000
per day until he purged him
