Higher Learning Institutions Plan Massive Programs

was credited with having said
his party operated on the
theory of spend and spend,
tax and tax, elect and elect.
A recent survey of college
and university future construc
tion needs, made by a Phila
delphia architectural firm,
could give rise to the feeling
that by the end of the decade,
the presidents of institutions
of higher learning are going
to be saying something sim
ilar: Spend and spend, build
and build, enroll and enroll.
The firm of Nolcn-Swin-burne
and Associates,' which
has been working with Tem
ple University on develop
ment of a master plan for
Temple's expansion through
the end of the century, made
the study.
Bill of $12 Billion
It sent questionnaires to a
fourth of the presidents of
2,028 institutions of higher
learning. From this and from
other sources, it came up with
figures, projected on the ba
sis of anticipated growth of
the college student popula
tion, that by 1970 the year's
construction bill might be
close to $12 billion.
In 1960, the cost of needed
campus construction came to
about $1 billion, or about
twice as much as the annual
expenditure in 1935. If the
present rush to colleges con
tinues, the college popula
tion by 1970 should have
grown from the present 3.7
million to more than 6 mil
lion, the firm said.
To a question asking build
ins plans for the next 10
years, Nolen-Swinburne got
answers from 122 presidents
who showed plans for con
struction totaling SI S billion
by 1972. The survey covered
a wide range of institutions,
including municipal, state,
church and privately adminis
tered.

UNDERSEA VEHICLE - This is an artist's drawing of a new

The 20-foot craft, capable of depths of 6,000 feet which will
allow it to explore the Continental Shelf, will be completed
in the summer of 1963 at a cost of $575,000. It will have
maximum speed of six knots, an endurance of 24 hours and

Supply of Beef Up 8 Per Cent Over Last Year

ply of beef is up and is going
higher.
On Oct. 1 there were 6,133,
000 head of cattle and calves
on feed for slaughter market
in the 2" major feeding states,
according to the Crop Re
porting Board. This was 8 per
cent more than the 5,673.000
head on feed in these states
a year earlier, and slightly
higher than the 6,103,000
head on feed July 1.

The cattle on feed fur
slaughter consist of animals
destined for the retail food
counter.
Marketings of fed cattle
for slaughter during the July
September period amounted
to 3.569.000 head, 3 per cent
more than for the same pe
riod in 1961.
The board said a check of
marketing intentions showed
that of the cattle and calves
on feed Oct. 1, some 3,346,
000 head would be sold for
slaughter during October, No
vember, and December.
2 Per Cent Greater
If these intentions are car
ried out, marketings from the
Oct. 1 inventory during the
fourth quarter will be 2 per
cent greater than the com
parable period las', year.
The marketings will be dis
tributed evenly, according to
the board. Marketing inten
tions show that 34 per cent
will be marketed in October,
31 per cent in November, and
35 per cent in December.

of cattle and calves on feed

in the North Central states,
up 1 per cent from a year
ago. Increases in Ohio, Indi
ana, Illinois, Michigan, Min
nesota, and Kansas more than
