ministration's strategy to iso
late and eventually topple the
regime of Cuban Premier
Fidel Castro.
In the view of foreign diplo
mats here, drastic measures in
these fields were precipitated
by the sharp increase in
Cuba's Sovict-i'ipplied arsenal
and by mounting internal po
litical pressures on the eve
of the U.S. elections Nov. 6.
Officials in Washington re
gard Moscow's defiant mili
tary presence in Cuba as a
threat to U.S. prestige in the
hemisphere - if not as yet to

lationship" between the pills
and thrombophlebitis. It said
28 cases of the blood clot di
sease have been reported
since September, 1061, among
women given the contracep
tive pill. Six nf them died.
But the FDA emphasized
that fatal blood clols can be
caused by many factors unre-

women are now using birth

To meet this challenge, the
Kennedy administration is
planning or has already taken
these steps:
-A program of stringent
penalties on all shipping en
gaged in trade between the
Soviet bloc and Cuba. The
program will be announced
early next week.
-Extending a hemispheric
arms embargo against Cuba to
other strategic items. The
rouncil of the Organization of
American Stales (OAS) agreed
this week to study this action.
- Tightening inter-American
security and vigilance ma
chinery to prevent the flow
of propaganda and agents
from the island. The OAS is
also working on this plan
-Aiding democratic anti
Castro Cubans in tormenting
internal rebellion in Cuba.
-Holding out the possibility
of an invasion in the event
that the Soviet military build
up grows into an "offensive"
war machine.
The first three steps were
regarded by the administra
tion as a minimum response
to the Soviet bloc's Intrusion
in hemisphere affairs. They
are explicitly aimed at iso
lating Cuba and disrupting
her economy so as to make its j
support as costly as possible i
to Moscow. I
The measures are also being
taken with the substantial, if
not unanimous, support of the
Latin American allies. But
they are causing difficulties
in Washington's relations with
the maritime nations of West
ern Europe.
On the other hand, there is
no apparent agreement up to
now within the administration
how far it can push the last
two points of militant nnti
Castro action without losing
the hard-gained Latin Ameri
can support or unleashing a
war.
President Kennedy, for ex
ample, has ruled out open
military intervention under
prevailing conditions. But
many U.S. military officials
as well as an impressive num
ber of congressmen would
readily resort to armed action
at the slighest provocation.
To counter these pressures,
Kennedy has made clear he
would not hesitate to lake
military measures should he
feel that the Soviet arms
build-up becomes a threat to
U.S. or hemispheric security.
He has also hinted that the
United States may encourage
democratic anti-Castro Cubans
in their efforls to build a re
bellion in the island.
Some U.S. officials believe
that the threat of a quick, i
quiet military move is feed-!
ing the fears and uncertain
tites of the Cuban people and
thus weakening the Castro re
gime. A number of Latin Ameri-1
can diplomats, on the other
hand, see just the opposite ef
fect. They believe that an
external threat is one way of
consolidating the Cubans be
hind the Castro regime. j
They say that unless there
were a clear-cut case of Cuban
aggression, it was doubtful
whether more than four or
five Latin American cminlriei
would approve a unilateral
military move.
