Morse Refuses To Go on Defensive In Shrugging Off Effects of Books

books about Sen. Wayne
Morse, the state's Maverick
lawmaker.
Morse, campaigning for his
fourth consecutive Senate
term, doesn't like the books

Spangler book "filled with un
truths, misquotations and mis
leading information."
Effect Shrugged Off
Morse, until 1952 a Repub
lican and now a Democrat
shrugs off the effect of the
books with one caustic statement:

opposition would like to por

Challenging the volatile
Morse is wealthy Portland
businessman Sig Unander. a
good vote-getter when elected
state treasurer in 1952 and re
elected in 1956.
Unander has been running
hard, speaking daily and
traveling throughout the state,
while Morse has been tied
down in Washington tending
to the business of the Senate.
Although Morse has been
tagged a prime Republican
target in the West this year,
observers concede it would
take a Republican miracle to
unseat him.
Would Help Democrats
He has been stressing his
record of gaining public
works projects for Oregon and
has so far refused to get in
volved in a personal cam
paign. A victory for Morse would
simply help shore up the Dem
ocrats' favorable situation in
the 1 1 Western slates from
I the Rocky Mountains west,
j excluding California where
incumbent Edmund G. Brown
(and former Vice President
! Richard Nixon are battling
; for the governorship,
j Going into the November
general election, the "New
Frontier" of President Ken
nedy, which won only two
Western slates in 1960, has a
good edge in the Old Frontier.
In the Senate, with 11 seats
involved, Democrats now hold
nine and the Republicans two.
In the House, the Demo
crats sport a 15-12 margin and
with eight governorships up
for election this fall, it's a 4-4
standoff.
In California, 38 House
seats are at stake, up 8 be
cause of population gains. The

a ham dinner at 6:30 p.m. Sat
urday, Oct. 20, preceding the
"Candidates Night." A charge
will be made for the dinner.

Not Abiding Issue
The "New Frontier" sup
port of Kennedy isn't an
abiding issue in the West, It's
more of a side issue and sup
porting the administration
down the line can work to the
disadvantage of some law
makers in such states as Ari
zona and Montana.
In many slates, local issues
have sparked the most vigor
ous campaigns.

Smith favors local option,
casino type gambling for
Idaho, and on this issue he
grabbed 43 per cent of the
vote in a six-man Democratic
primary.
But Smylie, who seeks an
unprecedented third four-year
term, calls Smith's plan "a
fiscal phony and a moral
fraud" which is unconstitu
tional. The Slate Supreme
Court in IH54 threw out gam
bling in Idaho on grounds it
violated a constitutional lat
tery ban.
Changes Proposed Legislative Safary
Klamath Falls A re-
part of a citizens committee
to Senate President Harry
Boivin Wednesday outlined
suggestions for changing the
salary and reimbursement of
Oregon legislators.
The report recommends a
salary of $150 per month and
$15 per diem every day the
legislature is in session, up to
a maximum of 110 days.
The committee recommend
ed elimination of all present
expense allowances with the
exception of one round trip
from the legislator's home to
Salem at 10 cents per mile.
To be eliminated would be
the present $75 per month ex
pense money in sessions and
$150 per month between ses
sions. Boivin said. "I think the
committee report is excellent
and I know it will be a use
ful guide in determining fair
compensation for the legisla
ture." Making the report were
