Concern Voiced Over Possible Deal Linking Cuba, Berlin Situations

neth B. Keating (R-N.Y.), has
voiced concern that the Unit
ed States "may well be toying
with some Soviet deal" to link
a Berlin settlement with the
Cuban situation.
Keating said President Ken
nedy had recently spoken of
the two crises in the same
breath and has in effect urged
a "wait and see attitude."
The President should "make
it clear to the people of Cuba
and the people of Berlin,"
Keating said, "that no such
'deal' is in the cards." Keating
said the only deal the United
States could make on Berlin
or Cuba was "free elections
under adequate international
supervision."
Sen. George D. Aiken (R
VU, said he did not think the
Cuban crisis was serious
enough for another call to ac
tive duty of U.S. reserves.
President's Decision
Aiken, a member of the sen
ate foreign relations commit
tee, said "of course, that re
sponsibility rests with the
President."
"I hope he's on top of the
situation," Aiken said. "I'm
not sure that he is. But I hope
he is, and whatever the Presi
dent decides is necessary in a
crisis or an emergency, I'm
satisfied that the Congress
would support him in that
move."
Congress this week gave ap
proval to the President's re
quest for authority to call to
uniform as many as 150,000
reservists if he deems it ne
cessary to deal with the Ber
lin crisis and the arms build
up in Cuba.
Another Republican sena
tor, Jacob K. Javits (N.Y.),
said that if situations warrant
another callup, that mistakes
made in last year's Berlin
call-up will not be repeated.

in a television program over

Sen. Vance Hartke (D-Ind.),
Democratic senatorial cam
paign committee, meanwhile,
strongly opposed U.S. armed
intervention in Cuba. Hartke
said a blockade of the islands
would be just as bad.
"We might as well declare
war on Cuba as to have a
blockade," he said. "If we are
going to do that, you might . s
well move the guns in too,
because you have taken all
the necessary steps of a war."
In expressing concern over
any possible Berlin-C u b a
"deal," Keating said the Rus
sian buildup in Cuba "follows
suspiciously closely on the
Soviet announcement that
they are going to go ahead
and sign a peace treaty with
East Germany."
Keating then asked:
"Is Cuba the pincer move
ment that is supposed to make
us yield to the Russians in
Berlin, or is Berlin the sword
ocer our head to keep us from
taking stronger action against
