Latin-American Institute in Moscow Highlights Increased Interest
London -aTt- Russia's fast
rising interest in Latin Amer
ica has been highlighted by
the establishment of a Latin
American institute in M o s -cow.
The institute forms a part
of the Russian Academy of
Science. Among its foremost
announced tasks is the train
ing of cadres "of highly spe-
cialized experts on Latin
America."
Moscow's new all out move
into Cuba has underlined The
Kremlin's determination to
wedge its way into the hemis
phere through military and
economic assistance.
Soviet military, political
and economic experts and ad
visers are to play a decisive
role in this strategy of infil
tration. The institute's task is
apparently to plan ahead for
training of experts with wid
er knowldeeg of Latin Amer
ican countries.
Direct Influence
Moscow, to all appearances.
is often by-passing the local
Communist parties in South
America, presumably to ex
ert direct influence through
its own devices. This includes
the influx of experts.
The Kremlin is also believ
ed to be quietly trying to
counter the rival Communist
Chinese influence in Latin
America.
Communist raining of ex
perts for Latin America goes
back some time, when a train
ing school was founded in
Prague for Latin American
Communists. Called the train
ing center of Latin American
studies, it now numbers
some 800 full time students.
Raul Castro. Fidel Castro's
brother, is understood to be a
graduate of this school.
School in Peiping
Hundreds of Communist
agents have since been turned
out by the Prague school. Red
China, not to be left behind
and seeking to promote a
more revolutionary brand of
communism, has since created
a similar training school In
Peiping.
The new Moscow institute
apparently will seek to turn
out linguists familiar with La
tin America's history, back
ground, and social problems.

mated total of hard core Com
munists there is 250,000.
Their strength is believed
to be only some 5 per cent of
the total Communist member-
hip in non-Communist coun
tries, less than the ratio
which prevailed before the
war.
Lately, western sources
here reported. Communist ac-
vities in Latin America ap
pear to have intensified some
what. But it has been impos
sible to detect a clear or con
sistent pattern of activity or
to assess the degree of its
success.
The rivalry between Mos
cow and Peiping also seems
to have had a confusing effect
on some Communist groups,
who have split into differing
factions.
The favorite pattern of Sov
iet infiltration tactics remains
through trade and more re
cently through offers of as
sistance. Cuba is the classic
example of Moscow's stra
tegy.

Celia churned angrily over
the Atlantic Ocean east-southeast
of Puerto Rico early to
day and weathermen said she
should become a hurricane
within a matter of hours.
A Navy hurricane hunter
plane will seek a more accur
ate fix on Celia's position and
movement.
. The latest advisory from
the San Juan Weather Bureau
estimated winjs at 55 to 60
miles per hour near the cen
ter of the storm, and located
Celia near latitude 16.8 north,
longitude 50.4 west. That was
about .1,000 miles east-southeast
of San Juan and close
to 2,000 miles cast-southeast
of Miami.
Small boats In the Leeward
Islands were warned to stay
close to port.
Celia, third tropical storm
of an unusually quiet season,
sprang up Wednesday night
from a squally area In the Atlantic.

way. Police identified the
victims as Alfred Sigus, 84,
