(UPI) Mounting Unrest Of Washington (UPP The Na tional Farmers Union says the "holding action" spon sored by the National Farm ers Organization dramatizes mounting unrest in rural America- But the Farmers Union doesn't think the NFO strike action is the answer to the economic problems of the American farmer. More than a week ago, NFO began what it calls its holding action m embers holding their livestock and grain back from market. The move is an attempt to raise market prices and to force processors to bargain with farmers on prices. The Farmers Union Execu tive Committee says the movement has caught the Imagination of thousands of Midwest farmers. Farmers Angry The Farmers Union says farmers are angry and dis appointed because Congress has failed to authorize pro grams of supply management to tailor farm production to the needs of the market. As a result, the Farmers Union says, the NFO is trying to prove that farmers can get the same results by them selves. Leaders of the Farmers Union don't believe that tem porary embargoes on farmers' sales will do the job of rais ing income. Here's the way the Farmers Union executives look at this point. They say "farmers Union remembers several previous attempts . . . the Farmers Holiday Association of the 1930s, and the futile cotton withholding operation in 1910." The Farmers Union appar ently believes that actions of this kind won't work- The group says "there can be no effective bargaining power LEGAL NOTICES NOTICE OF FINAL HEARING IN THE C IRCUIT COURT OF THE STATE OF OREGON FOR JACKSON COUNTY IN THE MATTER OF THE ESTATE OF ANDREW RAYMOND KUZNIK. also known as Andrew R.
