Clash Oyer Plan

private power interests
clashed Wednesday over a
recommendation by Army En
gineers that Knowlcs Dam be
one of four major projects to
be built in the Columbia Ri
ver basin.
Maj. Gen. William F. Cas
sidy, deputy chief of the
Corps of Engineers, recom
mended to a Senate Public
Works subcommittee that the
dam be built at an estimated
cost of $247 million.
But Cassidy ciucllned to
take a stand on private or
public development when
asked by Sen. Hiram L. Fong
(R-Hawaii) whether it would
be possible to have private
development of the Knowles
site.
"Yes, sir," Cassidy said.
"It's a matter for Congress to
decide whether we have fed
eral development or private
licensing."
Oregon Projects
Cassidy recommended that
the Knowles, China Gardens,
Asotin and Bruces Eddy
Dams be built. In addition,
he recommended the Strube
Re-Regulating Reservoir,
Gate Creek, Fern Ridge and
Cascadia Projects in the Wil
lamette Basin of Oregon.
He estimated total cost of
the program at $670,670,000.
Cassidy said the Army's
recommendations included
deferral of construction of the
High Mountain Sheep, Penny
Cliffs, Garden Valley and
Flathead Lake outlet projects.
Former Montana Gov. J.
Hugo Aronson criticized the
proposed Knowles Dam proj
ect as " a backward step"
which would "turn Montana
Into a nvjd-flat for down
stream interests."
Aronson, a Republican, told
the committee that the dam
would flood 59,000 acres of
land needed for ranching and
agriculture.
Winners of Station
Scholarships Noted

ford, station officials have an
nounced.
James Albright, 1678 Or
chard Home dr., Medford, was
named winner of the $50
scholarship. The two men
were among 1,300 registrants
for the award, according to
station officials.
Flett is the father of six
children and will give (he
scholarship to his son, Mike,
who will attend college this
fall. Albright will attend Ore
gon State university this year,
