UN Officials Pleased With Katangese Acceptance of Congo Reunification Plan United Nations, N.Y. - (UPD -United Nations officials today welcomed Katangese accep tance of the U.N. plan for re unification of the Congo and predicted fast action on it. Acting Secretary General Thant was expected to put the program in motion as soon as he returns late this after noon from Vienna, completing a tour of Eastern Europe. Daredevil Pilot Dies in Crash as Spectators Watch Chino, Calif. -IUPD- Famed daredevil pilot Cliff Winters died Monday the way he once said he would, in a plane crash while performing a stunt before 13,000 spectators. "If it's just a matter of time," he once told his girl friend, "that's the way I want to go." The 33-year-old pilot was doing the last roll in the last stunt of his last show during the last day of the National Air Show when his engine died. He was flying at 200 feet. He was pulled from the wreckage but died in a hos pital three hours later with' out regaining consciousness. Senator Points to Great Problem in Science Advances Seattle - IUP1) - Sen. Warren G. Magnuson (D-Wash.) today cited the interweaving of technological improvem e n t s and matters of state as one of the great problems in getting the full benefit from scientific advances. Magnuson made his re marks in a keynote speech de livered at the National Ad vanced Technology Manage ment conference which open ed here today. "The explosive growth of science and technology, its im pact on our economy both tor civilian and military purposes and its complexity has brought an era of confusion to us," he said. "At the national level in tricate problems of science and technology are inter woven with questions of pub lic policy," he added, and then cited three questions discussed recently in Congress as ex amples. These were the debates on the exploitation of the com munications satellite, the RS70 bomber and the atomic power plant project proposed for the Hunford Atomic Works near Richland. "In al leases the highest legislative level became neces sary to try to obtain an under standing of the scientific and engineering complexities in order that a proper course for national action could be set," he added. The conference, which has drawn some of the nation's top scicniists and engineers, closes Friday. The first day's speakers also included Lt. Gen. Leslie R. Katanga's seces sion has been the principal cause of the Congo problem which has kept a U.N. force in the country at $10 million a month. Katangese President Moise A few days ago Winters de liberately crashed an old twin-engine trainer into the ocean off Santa Cataline Is land as a publicity stunt for the air fair which he helped produce. He narrowly escaped a col lision with another plane in flight a month ago while film ing a television stunt. He was not wearing a parachute, but grabbed one from the back of the plane and plunged from 4,000 feet before he was able to struggle into the chute and open it 100 feet above the ground. The stuntman had just flown under two 13-foot bar riers and through a wall of flame before the fatal crash. "I guess this was inevit able," said Miss Carol Carson, 28, Winter's girl friend. "We had all kind of conditioned ourselves to this." Goldwater Denies Democratic Party Is Labor's Friend Portland -IUPII- Sen. Barry Goldwater (R-Arlz.), told a Labor Day rally it is "shame ful fakery" to say the demo cratic Party is the friend of the working man. New jobs and a growing economy depend on private investment, he said, and the present Democratic adminis tration "frightens invest ment." The Arizona Republican ad dressed some 4,000 al a $1 per person GOP tri-county picnic on the Lewis and Clark college campus. He said today business fail ures are up 11 per cent, mort gage defaults up 40 per cent, and farm costs and living cosls the highest they have ever been. In the foreign affairs field, Goldwater criticized what he called a nobody-can-win the ory of the cold war. "If we don't have victory, Khrush chev will bury us," he said. On the Oregon political front, Goldwater told his au dience, "Oregon Is in a na tional spotlight. Oh, what you could do for America. Oh, what a day!" He didn't need to expluin that he was referring to Sen. Wayne Morse (D-Ore.), a prime GOP target this year. Goldwater was introduced bj the man who Is trying to unseat Morse, Slg Unander. COMMERCIAL CREDIT PLAN Tshombe notified the United Nations of his acceptance Monday. His statement said "the government of Katanga declares it receives with en thusiasm the decision to give the Congo a federal constitu tion." "Wanting to realize this cardinal objective, it adheres heartily to the whole of the plan which presents the gen eral principles of the solu tions to be defined," the state ment said. Help Form Plan The plan, worked out by the United Nations with '.he United States, Britain and Belgium, was presented to Katanga 11 days ago by Rob ert V. A. Gardiner, chief of the U.N. Congo operation. Monday was the deadline given for Katanga's response. The plan allows Tshombe much of the administrative autonomy he has fought for as well as a significant share of all foreign currencies at tracted by his copper -rich province. Under the projected feder ation, however, the Leopold ville regime of Premier Cy rille Adoula will be the over all authority in Congolese af fairs. It will have control of national military and police, customs, immigration and citi zenship, international rela tions - political and economic - and postal and, electronic communications for the na tion. Hat Taxing Power Tshombe would retain con trol of local police, adminis tration, commerce and public services. He would have the power to tax for support of these operations. Tshombe's statement said Katanga agrees to contribute immediately to the federal budget by sharing its reve nues as indicated in the plan and by sending its foreign cur rency to an organiz a t i o n designated by the United Na tions to adjust Congo finances. Thant's plan called for equal division of revenue to start within 10 days and set a 90-day deadline for unifica tion of armed forces. Student Named FFA Grand Champion at Oregon State Fair Salem - IUPU - A 16-ycar-old Scappoose High school stu dent is the 1962 grand cham pion Future Farmers of Amer ica showman at the Oregon Stale Fair. Bill Brodcrick won the title after being named champion beef showman. Bryan Wolfe of Wallowa ex hibited the FFA Rrand cham pion Hereford. Tom Sawtcll of Molalla exhibited the cham pion market lamb. In FFA judging, the Oliver High school team won the livestock judging contest as well as a trip to represent Oregon at the national con test later this year in Kansas City. Dairy team judging was won by Tillamook's FFA team. II will go to Waterloo, Iowa, to compete in the na tional contest. Mollnlla's FFA chapter was awarded the top prize of $80 In the Oregon Banker's as sociation farm mechanics con test. The award is based on five classes of farm machinery built in school shops. Corvallis Youth Winner Jay Todd of Corvallis won Ihe 4-H wool competition with a fleece from a romncy ewe. The wool show this year was the largest in 4-H history. In 4-H judging contests, a Grant county team of Nancy rarrcll of John Day, Sue Marsden of Canyon City and Dennis Reynolds of John Day swept the horse judging. Miss Farrell was high point judge among 66 contestants. . Linn county's forestry judg ing learn of Jim Odell of Leb anon. Wesley Tyler and Gary Dennis took top honors. Texas Congressman Denies U2 Flights Over Red Washington - IUPH - Rep George H. Mahon, (D-Tex.), chairman of the House De fense Appropriations subcom mittee, said today he did not believe the United States was flying U2 spy planes over Rursian territory. Mahon said he had receiv ed assurances from a number of "high leaders" of the gov ernment in recent months that no such flights were being made. 4-H vegetable judging was won by a team of Margaret Rake of Carlton, John Schwar zin and Don Schaad, both of Newport. A Defense Department spokesman said he knew of no U2 flights over Soviet ter ritory but that the report was under investigation. Asked whether such flights are "definitely forbidden," he said: "To the best of my knowledge, they are." The spokesman said Ihe United States has a program called HASP (High Altitude Sampling program) which utilized U2 planes. He could not say immediately whether any of these planes were In the Far East. Ken neth B. Keatir.g (R-N.Y.), said today 10 more shiploads of Russian military equipment are en route to Cuba. The senator made similar statements in a television in terview earlier today. Keating told the Senate a White House spokesman called him before he left the studio. Keating took sharp issue with published reports that the Communist arms build-up in Cuba had been completed. He said he was conservative last week in stating that about 1,500 Russian troops had been landed in Cuba. The number, he said, is closer to 5,000. Driver Improvement School Starts Today A new session of the Jack son County Drivers' Improve ment school will begin at 7 o'clock tonight in the court house auditorium. The school, first of four classes held weekly on Tues days, is open to ail interested persons. Last week 22 persons, in-' eluding three volunteers, com pleted the course.
