wiry diplomat named Foy D.
Kohler will lake up the dell
'cate job of being this coun
try's ambassador to the Soviet
Union.
Premier Nikita S. Khrush
chev will not be on hand at
the airport to greet Kohler,
but the two men soon will
know each other well, because
this 54-yoar-old career State
Department officer must serve
as the main Information link
between the high command In
Washington and its counter
part in Moscow.
It is no job for cookie
pusher or for a courtly gen
tleman of the old diplomatic
school. It is an assignment
for tugged experts such as
George Kcnnan, Charles A.
(Chip) Dohlen, Llewellyn
Thompson, and it will lest
the mettle of Ohio-born Foy
David Kohler.
He goes to Moscow "with a
complete knowledge of gov
ernment policy," Presl dent
Kennedy has said, as well as
with "my complete confi
dence." Both are vital quali
fications. Expert on Berlin
Probably Kohler's first busi
ness in Moscow will be to dis
cuss Berlin with Khrushchev.
It is no coincidence that Koh
ler knows this subject well.
Throughout the last several
years, since Khrushchev llarcd
Berlin into a crisis, Kohlrr
has been deeply involved in
U.S. strategy. Although his
formal title has been assistant
secretary of stale for European
affairs, he has spent much
lime directing a special task
force that has formulated U S.
policy on Berlin.
Thus under both the Eisen
hower and Kennedy adminis
trations he has had access to
the innermost s,ecrets of cold
war diplomacy. Now he has
reached the climax of a diplo
mat's career despite a setback
10 years ago that could have
cul it short.
On Saturday, Dec. 6, 193:2,
Kohler and his wife were in
volved In an automobile acci
dent when the car shr was
driving hit a telephone pole
on Old Dominion Drive in the
Virginia suburb of Arlington.
They were reluming home
finin a late party.
Kohler was arrested by Ar
lington police and charged
with public drunkenness, lie
forfeited S8.75 collateral.

But there was something
else: He was carrying in the
car some State Department
documents classified "secret,"

dealing with political situ
ations in the Near East. Koh
ler told the police the papers
should not be loft unguarded,
and called the State Depart
ment to have someone go to
the car and pick them up.
To have the papers with
him was a violation of State
Department security rules.
The department Immediately
suspended him for a month
without pay and afterwards
shipped him off. lo be coun
selor in the U. S. Embassy at
Ankara, Turkey.
At that time he was a sen
ior Foreign Officer with 21
years of experience. Seven
years later he was back in
Washington in the State De
partment's high command. His
title; Acting Assistant Secre
tary of Stale for European
Affairs. On Dec. II, 1!)5!,
President Eisenhower appoint
ed him assistant secretary of
slate.
Asked About Incident
The Arlington incident was
recalled on Aug. IS when
Kohler appeared before the
Senate Foreign relations com
mittee for his confirmation
hearings as an ambassadorial
appointee.
Sen. J. William Fulbrighl
(D-Ark), chairman of (he
committee, told Kohler that
"I have a letter from Sen.
Harry Byrd (D-Va ) . . . ask
ing me to comment on an
editorial referring to an inci
dent thai occurred lhal you
are thoroughly familiar with.
1 feel it is my duly to ask you
to comment on il, as to Ihc
significance of il."
Kohler replied: "It is a mai
ler that is on the record, Mr.
Chairman. It was well pub
licized at the time. It was an
unfortunate and regrettable
incident for which 1 aci epl
full responsibility. I appeared
before the Board of Foreign
Service and was appropriately
disciplined lor violating the
rules of proper behavior and
carrying classified documents
with me.
"The State Department was

The sale of Andy's Jewelers,
218 East Main St., Mcdford, lo
the Zale Jewelry company of
Dallas, Tex., has been an
nounced by Andy Anderson,
who has operated the business
for 17 years.
Theodore Hochstim. vice
president and counsel for
Zale Jewelry company, and
Burley Bullock, the com
pany's representative, said
that all Hie present personnel
al Andy's would remain.

as store manager.
The purchase was made aft

paring for Khrushchev's visit
lo Ihe United Slates in ISoO.

said they are impressed with
parking facilities in the
downtown area. It was be
cause of the favorable repu
tation of Andy's Jewelers
that Zale's became interested
in the purchase, Hochstim
said.
The purchase of the Med
ford store makes the fifth
Zalc s store in Oregon. Oth
ers are planned in the future.
At the present time Zale's op
erates 246 stores in 34 states
and maintains world-wide
buying offices. Net volume
for the fiscal year of 1961 was
in excess of $63 million.
Zalc s stock is listed on the
American Stock exchange.
Hochstim said a long-term
lease was negotiated with
William Cochran, building
owner.
Anderson has made no an
nouncement of future plans.
