Conference Slated
At Portland Soon
Portland - Orville L. Free
man, Secretary of Agriculture,
will be chairman and keynote
speaker at a regional "Land
and People" conference to be
held in Portland's Municipal
Auditorium Oct. 1-2. John A.
Baker, assistant secretary for
rural development and conser
vation, will serve as tempor
ary chairman.
The conference will stress
rural areas development and
conservation. Its chief purpose
will be to stimulate interest
and participation in local de
velopment programs designed
to make the best use of nat
ural resources and insure ade
quate economic opportunity
lor people in rural areas and
.communities, Freeman an
nounced. Crowd Expected
Farmers, businessmen, edu
cators, and civic and govern
ment leaders will be invited
to present their proposals for
insuring prosperity in their
communities through rural re
development programs. More
than 1,000 persons from Wash
ington, Oregon, California, Ar
izona, Utah, Nevada, and Ida-

Freeman said the meet
ing and four other regional
conferences are an outgrowth
of the national "Land and
People" conference held in
Washington, D. C, last Janu
ary. The other conferences
will be at St. Louis, Sept. 17
18; Denver, Oct. 8-9; New Or
leans, Oct. 15-16; and Phila
delphia, Oct. 22-23.
"A major objective of the
conferences," he said, "will be
to broaden public realization
of the interdependence of rur
al and urban people, and the
stake that city people have in
the welfare of our rural land
resources and the people and
institutions that provide our
nation so bountifully with
food and fiber. The meetings
are being shaped up to pro
vide the broadest possible op
portunity for community lead
ers, department officials, state
and local government to ex
change opinions on the spe
cial problemsN and possible
remedies in each region."
The Secretary said many
rural areas must aggressively
create Income-producing en
terprises and employment op
portunities if they are to keep
pace with the national econ
omy. To Seek Solutions

asked how this can be
achieved through such meas
ures to improve and protect
adequate family farms, pro
vide conservation and more
economic use of land and wa
ter resources, incentives for
commercial and industrial
growth, and the creation of

vate lands.
The Secretary emphasized
that a number of Department
programs are available to help
rural communities reach to
ward more rapid economic
growth, higher standards of
living, and strengthened rural
institutions.
A large part of each con
ference will be devoted to
statements and recommenda
tions of individuals in attend
ance. "We want to learn from
the local people how these
programs can be improved to
better serve their purposes."
Freeman said. "We look
to local representatives as the
real experts in determining
how Federal programs can
best help to revitalize rural
areas."
Actress Seeking
Swiss Residence

Elizabeth Taylor has
started proceedings toward
establishing permanent resi
dence in Switzerland.
Miss Taylor is living at the
$280,000 Chalet Ariel which
she purchased last winter.
This is not sufficient under
Swiss law to grant her resi
dence privileges.
But an official source said
negotiations concerning which
part of the actress' income
would be taxed in the future
have already begun. Once the
tax question is settled, Miss
Taylor and her four children
can be expected to obtain
residence permits.
Miss Taylor has been mak
i n g automobile excursions
into the Alps and the Lake
Geneva region, occasionally
with actor Richard Burton,
costar of her latest movie.
Burton has a villa at Ce
ligny near Geneva, about two
hours by car from here.

Washington - (UP!) - Think
what you might about the
quality of its contents, there
are no flics on the Congres
sional Record when it comes
to speed.
It provides overnight in
print form a complete tran
script of the proceedings and
debates in the House and Sen
ate, and thus performs a val
uable service.
By reading the Record,
members of Congress are able
to find out the next morning
what they said and did the
day before.
Recently, the House of Rep
resentatives voted to spend
up to $50,000 for a study of
ways to improve the Record's
appearance, legibility and or
ganization. Rep. Edith G r i e n ID
Ore.), who introduced the
proposal, suggested that lhe
addition of a table of con
tents would be one way of
making the Record mora
convenient to read.

Totals $48,533
Salem-flJPD-During June the
welfare recovery division of
the State Department of Jus
tice collected $48,533, accord
ing to Atty. Gen. Robert Y.
Thornton.
Of this amount, $47,700 was
collected for child support and
$763.64 for welfare fraud.

Rate Hearings Due
Salem -(UPII- Hearings on a
proposal to cut bulk petro
leum rates under certain con
ditions will begin in Portland
Aug. 21, Public Utility Com
missioner Jonel C. Hill said
today.
The proposal of the Pacific
Inland Tariff Bureau is to
drop rates 9 per cent for ship
pers who use hauling equip
ment for 400 or more hours
each month.
The proposed rates are now
in effect from Coos Bay to
any point in the state on a
temporary basis.
The bureau wants to make
the Coos Bay rate permanent
and to extend it to all other,
Oregon shipping points.
Bulk loads of jet fuel, gaso
line, kerosene, naptha, stove
oil, solvent, crude asphalt and
other petroleum derivitives
would be affected.
The proposal was bitterly
assailed by some witnesses
and praised by others during
earlier hearings.

She was, of course, being
facetious on that point. It
doesn't really take a surgical
instrument to remove a page
from the Record. A hacksaw
will do.
In fact, if you soak the
Record for several hours in a
solution of kerosene and for
maldehyde, the pages will
come out with just a gentle
tug.
The only time I hava
needed surgical instruments
was when I wanted to re
move tha appendix of tha
Record.
At any rate, I have been
giving torn thought to
other ways that the Record
might ba improved and ona
idea thai occurred to ma
was to throw in a coupla of
columns.
