Traffic Record
Award Presented
To City Friday
A traffic record improve
ment award was presented to
Medford Friday at a luncheon
at the Rogue Valley Country
club. Mayor John W. Snider
accepted the award on behall
of the city.
The award was made by the
Oregon Traffic Safety commis
sion and was presented by Ed
ward Warmoth, executive sec
ctary of the commission.
Clyde C. Fichtner, chairman
of the Medford Safety Coun
cil, was in charge of arrange
ments for the luncheon, which
was attended by about 30 per
sons connected with efforts to
Improve traffic, safety in the
area.
Two Oihtr Awards
Warmoth announced that
Medford also will receive two
awards from the National
Safety Council for its work in
the areas of traffic engineer
ing and school traffic safety
engineering.
Arrangements are being
made to have Gov. Mark O
Hatfield formally present the
awards to the city at some fu
ture date, Warmoth said.
The executive secretary was
high in his praise of Med-
ford's traffic safety work, and
said he thought that, with the
possible exception of Port
land, it was "the best in the
state."
Inventory Discussed
In the 1961 Annual Traffic
Inventory, which Warmoth
discussed at the luncheon,
Medford received an 82 per
'cent rating, signifying that it
was only IS percentage points
short of a maximum traffic
safety program.
At that percentage, War
moth pointed out, Medford
had the highest total In Ore
gon, matched only by Port
land which is in a different
population category.
Among the 468 cities of
comparable size with which
the city was compared in eval
uation of its traffic safoty pro
gram, Medford tied wilh one
other city for sixth place.
in most parts of the United
States.
Its population is found to
be a relatively mobile one be
cause of the tendency of local
families to pick up and move
more frequently than is usual.
The findings are from a re
port issued by the Depart
ment of Commerce, following
a study it marie of data gath
ered in connection with the
I860 census.
In Different Houses
It shows that 30,456 resi
dents of Jackson county were
living in different houses than
was the case five years be
fore. This is exclusive of chil
dren under the age of five,
who have not yet had time to
be mobile.
Of the 39,456 who moved,
20,970 merely changed loca
tions within the local county.
The other 18,488 arrived from
outside places to take up resi
dence in the community.
How many might have left,
on the other hand, to live else
where, is not indicated.
What it boils down to is
that 59 out of every 100 peo
ple in Jackson county were
living in different houses in
1960 than they had occupied
in 1955.
This mobility rale, 59 per
cent, exceeds the rate report
ed for the United Slates as a
whole. Nationally, 47 per cent
changed residence In the five-
year period.
The rate given for the Pa
cific states is 57 per cent and,
for the state of Oregon, 54
per cent.
Various factors lead people
to change residence. Some of
them are economic. If their
incomes go up they want to
live in better style, so they
switch to swankier houses in
more expensive areas.
Or, a job or business op
portunity that is attractive
may present itself in another
section and a move is in order.
Sometimes, the change is
due to an increase or decrease
in the size of the family, mak
ing a change to other quarters
desirable.
All in all, it is a rare indi
vidual who lives in the srfme
house all his life.
In Jackson county, accord
ing to the report, only 2,244
people, 3 per cent of the over
five population, still live in
the houses in which they were
born.

Yreka - The annual allow
able cut on the Klamath Na
tional forest has been raised
to 222 million board feet, ac
cording to Forest Supervisor
Joseph F. Thornton.
This is an increase of 36 5
million feet over the present
figure of 185.5 million feet.
Approval by the chief of the
forest service of the Happy
Camp working circle timber
management plan made the
increase possible. This plan
was submitted to the chief as
a revision of the preccn.t plans
for the Happy Camp and Uko
nom Ranger districts.
Completion and approval of
the new Happy Camp plan
finishes the cycle of reinven
lorying the Klamath Forest
timber stands and recalculat
ing of allowable cuts in ac
cordance wilh most recent
techniques and policy deci
sions. Several Years Needed
Thornton emphasized that
it may take several years for
the forest to gear up to the
increase which amounts to
about 20 per cent of the pres
ent allowable cut. Timber
sales to make up for the in
crease will have to be planned
in areas where access is a se
rious and expensive prob
lem. Time will be needed to
recruit and train additional
manpower. Another factor
will be the necessary budget
allocations lo finance the ad
ditional work.
The increased cut will be
programmed to raise the Uko
nom district cut from 22 mil
lion feet to 44 6 million feet.

On the Happy Camp district
the new cut will be 63.9 mil
lion feet, compared to the old
figure of 50 miliion feet.
Based on an average con
version value of about $35 per
thousand board feet in wages,
Thornton estimated that the
increased cut when fully ef
fective should add about $1'.4
million to payrolls in the areas
in and adjacent to the Kla
math National forest.
