Tax Cut Sean as
Political Error

gressional veterans of both
parties think President Ken
nedy will be making a politi
cal mistake if he decides to
push for an election-year tax
cut.
Unless the economy under
goes an unexpected and sharp
slump, these lawmakers be
lieve many voters would take
a dim view of a Democratic
drive to slash tax revenues in
the face of the government's
present red-ink spending
It It Needed?
The question which Ken
nedy must answer is whether
a quick tax cut is needed to
stimulate the lagging econ
omy and head off a possible
recession. He has postponed
a decision until mid-August,
when more economic indica
tors will be available.
The House Ways & Means
Committee also is expected to
hear economic arguments for
and against tax reduction this
year. The committee has
polled a number of non-governmental
economists, to de
termine whether they would
be available to testify next
week, should public hearings
be scheduled.
Some lawmakers in both
parties are clamoring for tax
cuts. But a large number of
members believe that the
best politics as of now
would be to vote against a
tax cut.
Certainly Needed
One thing is certain, Ken
nedy will not recommend a
tax cut unless he is certain
Congress will enact it.
A tax-cutting recommenda
tion would be viewed by
businessmen as a presidential
proclamation that the econ
omy is dangerously weak..
Should Congress then fail to
approve the prescribed stimu
lant, administration strategists
fear the business community
would panic and the economy
would certainly go into a
sharp slump.
