Drastic Changes in Military Seen By Leadership Shifts

cussion, open to the public
and press, will cover youth
employment, civil liberties,
foreign trade, natural re
sources, small business, and
the roles of state and local
governments.
Madford Man Held
For Arizona Police
Chester Ashley Wise, 56, of
1815 Barnett rd. was arrested
by Medford police Friday
night on a second degree rape
felony warrant held by police

ment of the warrant by tele
type, stating Wise was believ
ed to be at the Barnett rd.

safe landing early today with
one of its engines feathered.
The four engined DC7C was

it developed a short circuit
in one of its engines near
Sydney, Nova Scotia, an air

General Maxwell D. Taylor,
controversial Army officer se
lected for chairman of the
Joint Chiefs of Staff, is on
record with a firm proposal
to abolish the joint chiefs sys
tem and replace it with a
single "defense chief of staff"
with "great authority."
That idea always has been
anathema In Congress and
Taylor seems assured to be
questioned on it when he ap-
pears before congressional
committee.
Forecasts Military Merger
Kennedy himself is on rec
ord with a forecast that the
mid 1960s may bring a merger
of the Army, Navy and Air
Force into a single service
"dominated by a single com
mand." That phophesy, in his
1960 book, "The Strategy of
Peace" may. have new sig
nificance now that the Presi
dent has a slate of military
leaders who are, with the ex
ception of the Marine com
mandant, of his own choosing.
Announcement of the U.S.
high command shakeup came
swiftly Friday after word
leaked out in Paris that U.S
Air Force Gen. Lauris Nor
stad would resign effective
Nov. 1 as supreme Allied
commander in Europe and
commander of the American
forces in Europe.
The dynamic general Is 55
and has been a general officer
for 19 of his 36 year service.
He has commanded NATO
forces for the past six years
and held high NATO assign
ments for six years before
that. No one is more closely
identified with the formula
tion and articulation of NATO
strategy.
He has had differences with
the Kennedy administration
on aspects of strategy but
there was a warm exchange
of letters in connection with
his retirement. Kennedy call
ed him "a living symbol" of
NATO's strength.

Taylor, 60, who retired as
Army chief of staff in 1D59
in disagreement on strategy
with President Eisenhower
and his joint chief colleagues,
will succeed LemniUer. Ken
nedy recalled him to active
duty last year as his personal
military adviser.
Army Gen. Earle G. Wheel
er, 54, deputy U.S. command
er in Europe and a rising
star, will succeed Gen. George
H. Decker as Army chief on
Oct. 1. Decker will retire.
Wheeler took up his post in
Europe only last March and
his elevation to Army chief
was seen as a boost towards
future chairmanship of the
Joint Chiefs or NATO com
mander. Both the Lemnltzer and
Taylor appointments could be
for short terms. Both are be
yond normal retirement age.
The Air Force Chief of
Staff, Gen. Curtis E. LeMay,
and the chief of naval opera
tions, Adm. George W. An
derson, are Kennedy ap
pointees. Only the Marine
commandant. Gen. David M.
Shoup, is a holdover from the
Eisenhower admin istratlon
Joint Chiefs.
High Altitude
Test Scheduled
Honolulu- m -The United
States plans to fire another
high altitude test up to 62
miles over Johnston Island
early Tuesday.
Even though the test will
be a relatively small one in
the sub-megaton range, scien
tists warn that it could dis
rupt all Pacific area radio
communications up to 10 min
utes. The weatherman predicted
generally fair weather for the
test, which is scheduled to
take place between midnight
and 6 a.m. (PST).
The test is a rescheduling
of a June 3 one which fizzled
when the Thor rocket booster
and its nuclear payload were
destroyed in flight after the
tracking system failed to func
tion properly.
The only previous success
ful Johnston Island test in the
current series was the July 8
explosion of a megaton-range
device at an altitude of be
tween 200 and 400 miles.
