Northern Rhodesia Election Campaign Spills Over Nation's Borders

elections In Northern Rhode
sia are scheduled for October
but the election campaign al
ready has spilled ovc- the ter
ritory s borders.
Tanganyika is openly sup
porting anti-Federation forc
es and Katanga is said to be
financing at least one Afri
can party which is not hostile
to the federation.
Apart from foreign inter
ference, African hopes of pre
senting a united front are
dwindling fast.
Recently, a third African
party announced it will con
test the elections by sponsor
ing 30 candidates, including
five Europeans and a senior
tribal chief.
Three African-led and two
European-dominated parties
will contest for the legislative
assembly's 45 elected scats.
Forgone Conclusion
Observers say it is a fore
gone conclusion that if the
African mass United National
Independence Party led by
Kenneth Kaunda, wins a sub
stantial number of scats in
the new assembly, Northern
Rhodesia will present the
Central African Federation
with the same problem Nyasa
land has by threatening to se
cede. The UNIP is a staunch op
ponent of the federation in its
present form.
The African front, how
ever, is split. Harry Nkum
bula's African National Con
gress has not made a clear
stand on the federation Issue
while the Central African
People's Union, the third Af
rican contestant, is led by
Dixon Konkola, an elected
member of the federal parlia
ment in Salisbury.
Both parties are said to be
financed by the Katanga gov
ernment and the British
South African Company,
which owns most of the min
ing companies exploiting the
territory's mineral wealth.

have been designated disaster
areas in a 10-week-old eastern
drought that showed no signs
of ending.
The drought spread through
out the Middle Atlantic

section of Pennsylvania wax

fourth week without rain, hud

New York counties as drought
disaster areas.

In New England the drought
was less severe, and it eased
somewhat last week end when
northern Maine got an inch il
rain.
South of the drought arc.ts

rain. A 14-county area of
North Carolina was designat
ed weather disaster area af
ter heavy rains caused dam
age estimated in the tens of
millions of dollars to clops.
Several South CaroliiiR coun
ties also received disaster area
classification because of rain
damage.
Virginia's tobacco fanners
reported crop damage from
heavy rains.
