Liberalism in Europe and
the United States does not
mean the same thing. Euro
pean Liberals are for a small
er, not larger, government
role in public life. Observers
believe one reason for the
Liberal gains here is opposi
tion to the Socialist trend of
the present coalition govern
ment. Giovanni Malagodi's Liber-

But in elections last month
in Rome and other cities, the
Liberals more than doubled
their 1960 vote, polling about
250.000 of the 3,000,000 bal
lots cast.
Vol Not Watted
Many observers believe the
gains may have convinced the
public that the party is not
not be a waste of a vote.
From time to time since the
war, the Liberals have joined
the Christian Democrats in
the national government. But
since Fanfani's "center-left"
alliance with the Socialists
this year, they have been
strongly in opposition.
Their avowed goal is to
win votes from the Christian
Democrats in next year's elec
tions and thus force the ruling
party to reverse its pro-Social
ist stand.
in 1938, the Liberals won with those that are not. His

Offers Rejected
Although Malagodi Is on
the same side of the fence
with the Monarchists and nco.
Facists in opposing the Fan
fani coalition, he has rejected
their offers of an alliance. He
has stressed that his party is
well as the Christian Demo
crats.
Even the Communists and
other left-wing parties, while
sharply attacking the liberals,
have publicly admitted their
useful role in providing a
non-Fascist alternative for
Catholic voters who dislike
Fanfani's leftward turn.
Malagodi, a former banker

Like its counterparts in
Britain and Germany - which
also have scored gains in re

party has a long and honored
history.
It grew out of the 191h
century Liberal party of
Count Camillo Benso Di Ca-
suffrage and labor legislation.
Weakened by the emer
gence of the mass Catholic
and Socialist parties, the
Liberal ruling class virtually
collapsed after the war and
Mussolini's Fascism replaced
it.
