Fast as they are, earth sat
ellites are slowpokes in some
leagues. For instance, a satel
lite is 40 times slower than a
long distance call traveling
3,000 miles across the country
by new direct distance dial
ing. "Figurine that the maxi
mum speed of a satellite is
18,000 miles an hour," accord
ing to Manager J. H. Creager,
"it takes 10 minutes (or one to
travel 3.000 miles.
' Completing a call by DDD
across the country usually
takes 15 seconds or less," he
noted.

any place in the nation be
handled so quickly? It's made
possible primarily by a com
bination of a nationwide net
work or expressway-type long

Buffalo. N.Y. - IUPII - New
York State's second largest
city has started an attempt to
realize the dream of hundreds
of American cities - the re
capture of thousands of citi
zens who have been lured to
the suburbs by new shopping
plazas, free parking, bright
architectural design and plen
ty of space.
Buffalo has embarked on a
10-ycar, $650 million plan that
calls for ripping out slums and
turning major downtown
streets into parks and malls.
Towering shopping plazas and
luxury apartments will re
place antiquated buildings or
vacant slum lots.
"We want to develop Buf
falo entirely in accord with
the type of American city we
envision for the late 20th cen
tury." said George F. Rand
Jr., chairman of the City
Planning board.
Currently the Lake Erie wa
terfront area, the city's front
yard and once the heart of
Erie canal shipping, is a "de
crepit wasteland," Rand said.
"The waterfront area has
400 vacant acres of land with
water frontage," planning

Potential Coal Uses
Forecast In Report

"many new potentially useful
and exciting areas," accord
ing to a report made at a
recent meeting of the Ameri
can Institute of Chemical En
gineers. Among new uses for coal,
the report forecast: as a solid
piopcllant for missiles and
rockets; in a package piston
pump as a substitute for gas
in natural gas production; as
an agent to melt ice and snow
to produce more fresh water
and prevent flooding: as a
fertilizer and soil conditioner
and as structural material.

call for billing purposes.
To Illustrate, let's suppose
Creager was placing a call to
some community on the east
coast.
First he would dial the
numeral "1," to connect his
phone with the long distance
network.
Then he would dial the
three-numeral code designat
ing the state or geographical
area in which the community
he wants to reach is located.
Dial Seven Digits
And last he would dial the
seven digits of the telephone
number he is calling.
Immediately, the switching
equipment at the company's
central office here would rec
ognize that this is a long dis
tance call going out of Ore
gon. The automatic accounting
equipment would start collect-
James Kavanaugh said. "It's
desolate. Elevators are closed
and manufacturing has moved
out." he said.
The city has adopted a pro
posal to replace the wasteland
with a $200 million complex
of 20-story upper and middle
class apartment houses with
balconies offering views of the
city skyline or the lake, ranch
style "town houses," and a
man-made 30-acre island with
shoreside garden, amphithea
ter and restaurant.
The new apartment com
plex, housing 15,000 persons
will become virtually a sub
urb within the city, accord
ing to the architects. It will
have schools, shops, parks and
garden courts with fountains
and sculptures.
Milton Milstein, head of a
group of designers who sub- j
mitted the proposal, predicts
the redeveloped area will
bring the city annual tax rev
enues of $3 million, compared
with the present S500.000.
In the downtown area, sev
eral blocks east of the water
front, plans call for closing all 1
radial streets leading into the
city's main traffic circle and
traffic congester, Niagara
Square.
Asphalt on six main streets
will give way to green malls
planted with shrubs and trees.
New peripheral streets will be
built, others widened to pro
vide access to the core.

parking ramps and improve
ments in some older buildings. ,
A $5 million state office
building is under construction
and the federal and county
governments plan new build
ings. The city's Convention and
Tourist bureau also will get a
boost with spacious new ex
hibit and assembly facilities to
supplement the 15.000-seati
Memorial auditorium.
These and other plans raise :

the minds of many residents: i
"Where will Buffalo get $650 '
million?"
A shrinking tax base and a
mass move to the suburbs
have hurt the city. In the last
census. Buffalo dropped from
a population of 580.000 to
532,700. and from the nation's
sixteenth largest city to its
twentieth largest.
Rand says he thinks private
investors will gamble on the
city. And he's in a position to
know. He is vice president of
Buffalo's largest bank, the
Marine Trust, and vice presi
dent of the investment-eager
Greater Buffalo foundation.
Rand said private invest
ments will total $500 million,
city funds will come to $50
million and the Federal Ur
ban Renewal administration
will be counted on for $100
million.

known in the Portland center,
the digits would announce
that they are headed for the
east coast. The Portland
switching equipment would at
once pick out an express route
for the call to follow eastward.
If the main route for the call
were busy, then the Portland
equipment would search out
an alternate "expressway."
Then the call speeds on its
way across the country-per-haps
passing through as many
as four or five more switching
centers before it reaches the
east coast. There equipment at
the last switching center or
central office in this vast net
work rings the bell of the
phone being called and con
nects it to the long distance
expresway across the country
from Medford.
That's how a DDD call will
travel from Medford to most
any place in the nation, 40
times faster than the speed of
a satellite.
And calls dialed directly to
Oregon communities, Creager
said, will travel even faster.
For there will be no need to
dial the three-numeral area
code, only the digit "1" and
the seven digits of the tele
phone number being called.

Navy To Reduce
Size of Corridor
Pendleton - il'PH - The U.S.
Navy agreed Wednesday to
reduce the size of an air ap
proach corridor to its new
east Boardman bombing
range.
The corridor, one of three,
would have placed a- restric
tion on certain traffic on a
major flight airway between
Pendleton and Portland.
Opposition at the Federal
Aviation hearing came from
United Airlines, Morrow
County agricultural interests
and the Oregon Pilots Associ
ation. The opposition was with
drawn after the navy agreed
to the reduction in size of
the southwest corridor.
Commander Roger Nelson
of the Whidby Island Naval
Air Station said the reduction
in size of the corridor was
subject to approval by Wash
ington, DC.
Sam Mallicoat, director of
the state department of plan
ning and development, said
he was hopeful that final ap
proval between the Navy and
the FAA could go through
within 45 to 60 days.
Mallicoat felt this would
allow the navy to move to
the east part of the range
and therefore allow the Boe
ing Company of Seattle to
take possession of the west
half of the range for static
testing of missiles.
