UN Money Bill
Washington - It) PI) - Housa
Democratic leaders wera
counting on near-perfect at

supporters today in order to
reverse an action that would
prevent the United States
from financially assisting tha
United Nations.
The leadership was confi"
dent that it had the votes to '
kill an amendment to tha
foreign aid bill amendment -that
was tentatively approved
Wednesday.
The proposal by Rep. H. R.
Gross (R-Iowa) would pro
hibit the government from
taking part in the special S20O
million UN bond issue until
all member nations paid theif
debts to the world organiza
tion. Caught Flatfootod
Gross' move caught the ad
ministration forces flatfoot
ed. Many of their support
ers were off the floor when
the non-record 124 to 112
vote was taken. The leaders
feel they will haver enough
members on the floor today
when they ask for a formal
roll call vote on the proposal.
Other congressional news: .
McCloskey - The Senate
was scheduled today to taka
up the nomination of Matt
hew H. McCloskey as ambas
sador to Ireland. Sen. John
J. Sparkman, acting chair
man of the Senate Foreign
Relations Committee, said he
was confident the Senata
would overwhelmingly ap
prove President Kennedy's
appointment of the former4
Democratic party treasurer to
the diplomatic post. Several
Republicans are opposing tha
nomination.
Powell - The House Educa
tion and Labor Committee has
distributed copies of a thesis
written by a college junior
in which the author reports
that the committee has pro
duced progressive and respon
sible legislation since Rep.
Adam Clayton Powell (D-NY)
became its chairman. The stu
dents said that Powell has
become an effective and re
sponsible legislator after "18
years of roughish antics."
