TECHNIQUE DEMONSTRATED Henry J.

cally new surgical freezing technique to
create a tiny ball of frozen gelatin on the
tip of a steel tube at an exhibit during the
American Medical Association convention at
Chicago. The "cold knife" as it ig called is
used to freeze and destroy brain tissue. The
new technique has been used to successfully
treat Parkinson's disease. (UPI)
Money Said Loaned
To Tunisia for Dam

United States made an $18
million loan to Tunisia for a
dam and an Irrigation system
despite the "serious reserva
tions" of a U.S. engineer re
garding the efficiency of the
project.

plored. The GAO said Tunisia had
been asked io postpone con
struction of the dam until the
availability of underground
water was fully explored.
Proposal Rejected
But Tunisia rejected the
proposal because it would
take several years and "be
cause It was irrevocably com
mitted to its people to con
struct the dam." The project
will irrigate about 14,000
acres of land and also provide
water for the city of Sousse.
A report to Congress on the
matter said the American en
gineer who looked at the pro
ject believed the storage res
ervoir would be "extremely
inefficient, that sedimenta
tion problems of the dam
would be a serious threat to
the success of the project, and
that the distance from the
storage site to the land to be
irrigated, as much is 90 miles,
was excessive."
Other congressional news:
Schools - A batch of pro
posed constitutional amend
ments to overturn the Su
preme Court ruling against
prayers in schools have been
set aside by the House. There
is little prospect they would
be acted upon. Backers of
President Kennedy's college
construction bill also feared
repercussions against the leg
islation stemming from the
court ruling.
Roiiow - Senate Democrats
Indicated they might try to
make public testimony from
State Department Counselor
Walt W. Itostow given Tues
day in a brush with Repub
licans. Sen. John Sparkman
(D-Ala.) said he saw no rea
son why Roslow's testimony
at a closed session of the Sen
ate Foreign Relations commit
tee could not be released if it
was edited first for security
protection.

Experimenting
The State Department al
ready is experimenting with
electronic computers in mak
ing foreign policy decisions.
In a rented office over a
drug store a few blocks from
the White House a small
group of foreign service of
ficers has spent the last three
months analyzing and coding
thousands of State Department
documents. They will soon
begin feeding them into the
magnetic tape "memories" of
computers.
The project so far is merely
an experiment in "informa
tion retrieval" - limited to a
few selected countries and
international problems and
designed to prove the concept
and devise ways of coding and
storing facts so they can be
extracted in a meaningful
way.
Henry H. Ford, deputy as
sistant secretary of stale for
operations, who oversees the
project, is the first to admit
it would be impossible to put
the policies of Kennedy, Khru
shchev, De Gaulle and Ade
nauer on tape and come up
with a Berlin crisis solution.

But he sees a number of
roles for computer machines
"Everybody talks of the
'population explosion' " Ford
said, "but there has also been
an 'information explosion' in
foreign affairs. The State De
partment receives thousands
of bits of information about a
country every day, from our
embassies, from intelligence
reports, from newspapers,
from international radio, and
from other agencies such
the commerce department and
the military.
"The old system of tiling
these away in cabinets in
hopes that you can find thpm
again in a hurry is becoming
obsolete."
It would be possible, offi

what countries have been
selected for the pilot project,
apparently on the theory that

But the experiment has
caused some spoofing. One
anonymous diplomat has writ
ten an article in the Foreign
Service Journal describing
the State Department in 1980
as run by a secretary, 150
ambassadors and 1500 ma
chines which will decide
everything on a formula: "A
is either greater or less than
B."

The tall, fast-paced secre
tary of state is not encourag
ing any governor talk because
(1) It is four years too early,
and (2) He considers his
future political course a big
question mark.
One GOP plotting board,
however, figures it this way:
Appling goes for reelection
in 1964. Then in 1966, dur' g
the "free ride" In midterm,
he runs for governor.

hold onto your present post.
It may be early, but State
GOP Chairman Phil Roth,
Portland, wants it known how
dreamy Republican strate
gists are with Appling's po
tency at the polls.
In his first election, in
1960, Appling crushed Demo
crate Monroe Sweetland by
nearly 72,000 votes, at the
same lime bucking a Demo
cratic voter registration edge.
This was greater than Gov.
Mark Hatfield's margin over
Democratic Gov. Robert D.
Holmes in 1 958.
Speaking of Appling in
terms of gubernatorial tim
ber, Roth said: "A lot of peo
ple feel that he will naturally
step tip. It is widely talked
about."

the pressure that was put on
Hatfield was put on Appling.
Appling has expressed
great interest In legislation,
and the crucial nature of the
legislative branch. On the
other hand, his entire back
ground is in administration,
and he prefers it.
There was some speculation
that Appling might run for
Congress in the first district
this year, but that talk stop
ped when Rep. Walter Nor-
blad (R-Ore.) Indicated an
other bid for reelection. One
of Appling's prime political
precepts is that "Republicans
cannot afford cannibalism."

Firm Held Justified
Albany-WPD- The Ninth Cir-
cuit Court of Appeals in San
Francisco said the Wah Chang
Metal Corp. was justified for
firing four employees three
years ago,
Wah Chang had appealed a
National Labor Relations
Board ruling which said the
firing was unjust. This was a
reversal of the NLRB order of
Oct. 14, 1959.
Chang wis charged with
unfair labor practices by the
NLRB for its discharge of
four employees at Its local
plant in November of 1958.
The NLRB said the employees
were "merely soliciting for
the union" and that the firm
threatened employees with
discharge for union activities.
The charge was petitioned
to the NLRB by the Metal
Trades Council of the AFL
CIO. The union representing
employees at the Wah Chang
plant did not make the
charge. Wah Chang and Al
lied Metals agreed in their
1957 contract not to allow un
ion soliciting unless they con
sented to it.
