London -WPD- This week
Dean Rusk is starting a five
nation, six-city tour of Europe.
His itinerary is one that
might delight any American
tourist bent on sightseeing, ex
cept that Rusk is secretary
of state. He is going crisis
hopping, as follows:

Rusk has been trying In re
cent weeks to smooth the
way for this visit in Washing
ton talks with the French
ambassador, Herve Alphand.
They apparently haven't done

and entirely amicable.
But many think that for
what Rusk will accomplish

Bonn Another place for
the American secretary to
walk delicately.
Despite denials from both
sides of the Atlantic, Chancel
lor Konrad Adenauer and
President Kennedy haven't

lately. Adenauer doesn't much
like the Berlin probe either,
or at least the direction he
thinks it is taking.
The United States and West
Germany came into open dis
pute when the Adenauer gov
e r n m e n t was reprimanded
from Washington for "leak
ing" American Berlin settle
ment proposals. Adenauer has
reservations about those pro
posals and has put forward
some of his own.
Rusk in Bonn presumably
will be looking for a meeting
of minds on this issue. Mean
time, Adenauer's Washington
ambassador has been replaced
at the request of the Kennedy
administration, " another sore

strongly backs a separate

United States is prepared to

But Italy broadly follows
American foreign policy and
amity is at a high point.
Berlin Primarily a good
will call and a "first visit" for
the secretary. Yet not without
its problems.
The West Berlincrs are
touchy about their chancy
role in the cold war and never
for a moment forget the kind
of powderkeg they sit on.
Even before Rusk announced
how long he was staying,
there were rumblings that he
better not just dash in and
out of West Berlin or the city
would be outraged.
West Berlin wants solemn
and proper attention all the
way. This is one place he sure
ly will be taken sightseeing
to "The Wall."
London No particular
problems for Rusk in the Brit
ish capital, but not much time
for watching the changing of
the guard or boating on the
Thames, either.
Common market Is the big
issue in London these days,
and Washington backs Brit
ain's application for member
ship. Rusk will be filled in
closely on where the talks
stand now and he also will
hear whatever he doesn't al
ready know about the private
talks in France earlier this
month between Prime Minis'
ter Harold Macmillan and I
President de Gaulle.
The British may urge Rusk
to plead with de Gaulle to
ease his common market
terms. By the same token
Rusk will want reassurance
that Britain does not think
in terms of a third force in
Europe, the de Gaulle dream.
Lisbon Here some fence-
mending awaits Rusk.
He may try to mend the
American - Portuguese rela
tions frayed by the American I
hands-off stand on India's j
seizure of Portuguese Goa,
and its anti-colonial policy in i
general, especially with re
gard to demands for freedom !

It is possible the United
States agreement with Portu
gal for American bases in the
Azores will come under re
view. The agreement expires I
later this year and the Portu-1 1
guese have indicated that for
renewal they may expect some
American price for in
stance a hands-off policy on I
Angola which Portugal is now I
in the process of pacifying by
military means.
All in all, tourist Rusk Is
not likely to put this Euro
pean trip In his "most happy
memories book.
