The War Beiwn Rat
And Man Continues
It was a cruel practice even
for a despised creature, but at
one time people desperate
from the depredations of ro
dents resorted to fire and tor
ture to control of rat popula
tion.
One of the animals was
caught in a live-trap; its feet
were severely burned by a
blowtorch, or by a hot stove
lid. Even the animal's hair
was scorched. Then the rat
was liberated.
Frantic with pain the rat
dashed through the under
ground burrows, screaming in
agony. All the rats within
hearing distance heard the
commotion, became fright
ened, and left.
There were some folks,
sketchily versed in rodent-lore
who maintained the smell of
the burning hair on the ani
mal was the cause of other
rats leaving the premises. The
burned hair, they claimed, sat
urated the burrows making
them uninhabitable for
months.
Tails Tied
There was another diaboli
cal scheme that necessitated
the capture of two rats, alive.
Their tails were securely tied
together and the handicapped
pair were liberated, their
struggles, squeals of terror,
and efforts to escape such
close togetherness frightened
all the other rats of the col
ony. The human race has been
justified in its concern for no
other animal has had such an
impact on history, and man
himself, than these fierce ro
dents that came storming into
Europe from Asia during the
time of the Mongol Invasion,
Previous to that terrible in
vasion the rodents seemed sat
isfied to remain in Asia. Some

20. 29. 31, and 32. T. 29 S . R.
4 E.. W. M., surveyed, in the Rogue
River National Forest, Douglas
County, Oregon. The estimated
volumes are: 10.200 M board feet
of Douglas-fir; 1,200 M board feet
of sugar pine, western white pine
and ponderosa pine; 2.900 M board
feet of Shasta red fir; 3.700 M
board feet of white fir and other
species. The minimum acceptable
bid per M board feet is as follows:
Douglas-fir $10.55; sugar pine,
western white pine and ponderosa
pine $9.70; Shasta red fir $6.05;
while fir and other species $3.70.
This includes the following rates,
per M board feet for stumpage In
cluding deposit for sale area bet
terment: $3.45 base rate plus an
additional $5 80 for Douglas-fir;
$7.05 base rate plus an additional
$1.35 for sugar pine, western white
pine, and ponderosa pine; $2.00
base rate plus an additional $2.75
for Shasta red fir; $2.00 base rate
plus an additional $0.40 for white
fir and other species, and SI. 30
for slash disposal for all species.
The prices bid for stumpage shall
be considered as tentative rites
subject to quarterly calendar ad
justment upward c downward by
0.5 of the difference between the
average of the monthly Douglas
fir Pegfon Indices, as calculated
by the Forest Service or the West
ern Pine Association Lumber Price
Index for the three previous
months, and the following base
indices: Douglas-fir 103.82(C); su
gar pine, western white pine, and
ponderosa pine 103.41; Shasta red
fir 89.54(A): white fir and other
species 89.54(A). Such adjustments
in the price for stumpage shall be
applicable to timber scaled during
the three-months period following
the quarter for which the adjust
ment is computed. In no event,
however, shall the payment rates
for each quarter be less than the
base rates as stated above. When
the adjusted rates by species ore
lower than the base rates, the dif
ference between the total dollar
value of the timber cut at ad
Justed rates and at base rates will
be recorded for each species. The
stumpage rate for a species will
not be increased above the base
rate until the subsequent adjusted
rates above the base rate will de
velop an accumulated total dollar

ence. Sealed bids will he publicly
opened and posted, at th office of
the Forest Supervisor, Medford,
Oregon, at 2.00 P.M., on June 28,
1962. All those who submitted a
satisfactory sealed bid will be per
mitted immediately to continue
auction bidding. A money order,
bank draft, cashier's or certified
check in the sum of $5,800.00 must
accompany each bid. to be applied
to the purchase price, refunded,
or retained for application to any
claim for damages, according to
the conditions of sale. If requested
by the purchaser, contract terms
will permit felling of timber In ad
vance of payment up to the value
of the performance bond. If an
oral bid is declared to be high at
the closing of the auction, the bid
der must immediately confirm the
oral bid by submitting it in writ
ing on m Forest Service bid form.

tions of sale and the submission

lished fact that rats brought
the plague from Asia to Eu
rope and that half the human
population died. Later, also
from Asia, another and more
vicious horde of four-legged
invaders began a war of de
struction on the rats already
established. It was a battle
for the possession of a conti
nent. Silent War
This was the brown rat, and
for 50 years the battle lasted;
millions of rats died. It was a
war waged in complete si
lence. There were no generals,
no long-range plan; really a
haphazard affray, but the
newcomers finally drove out
the remaining rats and took
over the wet parts of Europe;
allowing the losers the dry,
arid places.
Still not satisfied the rat
hordes extended their range;
living alongside the human
occupants of all lands; eating
what the farmer raised, bur
rowing under his buildings,
and secretly hiding by day.
That very old 50 years war
still goes on, but one of the
opponents is different; the
war is between man and rat
now, and neither side knows
exactly which is ahead.
