suspyion toward consumer
credit" as quickly as possible.
Silbert hastened to say that
he was an admirer of the
Nether lands banking com
munity, which he said has
done a "wonderful Job" in
International financial man
agement. Strong Pressures
"But nearly all the Euro
pean bankers and financiers
are subject to strong pressures
against setting up anything
like the great consumer credit
machinery we have in this
country," he said.
Silbert said he told Euro
pean colleagues that over a
period of many years, even
during the depression, the
American . consumer "per
formed better than any se
curity" from loss stand'
point; that individuals using
installment ebuying have an
exceptional record, largely
stemming from the desire of
the individual using it to
maintain his credit standing.
Now, he said, is the time
for the European banker and
financial community to real
ize that, so far as their po
tential home markets are con
cerned, "mass production
without mass credit would be
a similar Improbability."

On Friday, Jackson County citizens will join with citizens of Benton
and Sherman coonties-the first counties in Oregon to vote for pro
gressive Home Rule Charters.
The Portland OREGONIAN, in an editorial favoring Home Rule (Sun
day, May 13), complimented us on our leadership in bringing more
modern government to Oregon, and had this to say;
"Three Oregon counties-Benton, Jackson and Sherman-will have opportunity
in the May 18 election to take the first step toward county home rule. Each
will vote on a new home-rule charter. They are the first to reach this initial
milestone on the road charted by Oregon voters, in 1958 with the amendment
of the Constitution opening the way to self-rule by counties comparable to that
enjoyed by Oregon cities for many decades."
"Whatever the differences in details, all three plans would accomplish
the major objective of the 1958 home-rule amendment. EACH
WOULD PUT CONTROL OF LOCAL COUNTY AFFAIRS IN THE HANDS
OF LOCAL VOTERS. As it is now, voters elect their county officials,
but it is the Legislature that tells them, the officials, what to do."
"There Is at least some opposition to the proposals in all three counties. Much
of it can be traced to the vested interests of the current out-moded county gov
ernment structure In which a multitude of elected officials, each autonomous
in his special bailiwick, makes impossible the orderly and efficient administra
tion of county affairs."
"If voters follow their Inclinations of 1958, all three charters should be ap
proved. For the affirmative vote for home rule in 1958 was: Benton, 7,206 to
1,996; Jackson, 13,697 to 5,759; and Sherman, 529 to 215. The basic issue has
not changed. Success would give encouragement to other counties, including
five in which citiiens' committees have been at work on home-rule and, we
would hope, to Multnomah."

provides a
stark example
of this in Ore
gon. The con
test in point is
the one for state senator in
Benton and Polk counties.
The combatants are State
Sens. Walter Leth (R-Salem)
and Francis W. Ziegler (R
Corvallis). The situation is the only
one like it in the state for
years. It came about by the
1961 reapportionment of seats
in the legislature. ,
Although both are incum
bents, only one can survive
the Friday primary because
their separate senatorial dis
tricts are now merged into one
by population shifts.
Until now, Ziegler repre
sented Benton county, and
Leth represented Polk county.
Both want to remain in the
legislature, and both filed for
the new joint seat last March.
While they have never been
exactly close personal chums,
the situation has been all the
more intense since they come
from the same party - Repub
lican. Ziegler, 63, has been a legis
lature for 13 years: Leth, 59,
for seven years. Leth is a field
superintendent for a cannery
in West Salem; Ziegler man-

because of that same spin of
the wheel - reapportionment.
Four members of the Ore
gon House of Representatives
are affected.
They all hold office now,
but only two of them can sur
vive in November to fill the
two seats left by creation of
new legislative districts.
