Considerable Curiosity
The implication is clear that
the staff assumes Flemming
may be asked to answer for
other policies or practices of
the government in that period
There is considerable con
gressional curiosity about the
stockpile program because
Kennedy decided it had be
come overly large, but also
because it had theretofore
been shrouded in governrnt
secrecy. Kennedy ordered the
wraps taken off. O
Flemming's chief problem
with the committee was his
inability to recall detailed
conversations with other gov
ernment officials during the
copper crisis of 1955, seven
years ago.
While this is embarrassing,
especially after the same ques
tions are repeated by a chief
counsel who. says he hopes to
refresh the witness' memory,
Flemming held his ground
with his personal brand of
vigorous equanimity. As a vc'o
cran of many past congres
sional hearings, he was any
thing but cowed by the steady
stream of questions. Often he
replied with such verbal forc9

burst from his mouth. When
he approached the committee

handed a document for exam
ination, Flemming crossed the
roci)i looking like an eager
exclamation point.
Thus far, at least, the In
vestigation has opened 0 a

does differ on this. Republican
Flemming can expect, at best,
to be criticized by the Demo
cratic majority of the commit
tee when its writes its final

differences.
This will be no new ex
perience for Flemming, who
has survived many contro
versies, including the great
cranberry flak of 1959 when
as secretary of health, educa
tion and welfare, he warned
the public just before Thanks
giving that some cranberries
had been contaminated by an
unsafe weed killer.
No one has challenged
Flemming's honor nor even
appeared to suspect that he is
less than a man of high in
tegrity and dedication to the
public interest. But the com -
mittce members have chal
lenged several acts which
they feel need more explana
tion than the witness was able
to provide from memory.

sympathetic with Flemming's
problem. When they asked
him about one meeting of the
Defense Mobilization Board
on March 30, 1955, and handed
him a cony of the minutes tu

ming observed wryly that the
