Russia, United States Exchange Charges of War Propaganda at Geneva Talks

Communist countries.
, The United States, in turn,
charged that t h e Soviet
Union is using the discussion
here on the banning oi war
propaganda to make propa
ganda of its own.
The exchange of charges
came as the 17-nation Disarm
ament Conference delegates
met as a committee of the
Whole this afternoon to con
sider an article on propagan
da to be included in a treaty
draft that may be presented
to the United Nations in New
York by June 1.

H. Dean said any move to try
to Include in the U.S. Consti
tution any provision barring
war propaganda-as previous
ly proposed by the Russians -
would violate basic American
freedom of expression.
"The answer to war propa
ganda is more information
within and across internation
al frontiers, more contact be

countries, increased under
standing and larger areas of
freedom for all," he said.

area today after accusing
President Kennedy in a Port
land speech of an "ill-considered
snap judgment."
Durno, a candidate for the
Republican Senate nomina
tion, referred to Kennedy's
action to pravent steel price
increases.
In a speech rapping Ken
nedy for a "dangerous" drive
for power, Durno also criti
cized presidential requests for
tax and trade authority.
He said the government is
being conducted by "second
and third generation million
naircs" who are spending fed
eral money excessively.
