Hear Review of
Proposed Charter
"Shall we or shall we not
run out own affairs'' is the
way Dr. Arthur Kreisman
sized up the question of home
rule in Jackson county.
Speaking at a luncheon
meeting of the Medford Ro
tary club Tuesday at the
Rogue Valley Country club,
the professor of English and
humanities at Southern Ore
gon college and member of
the county's home rule com
mittee emphasized that the
approval of home rule in
Jackson county will not af
fect O and C funds.
Emphasizing the non-partisan
approach to home rule
here. Dr. Kreisman pointed
out that the group of commis
sioners selected by voters
would not seek office on a
partisan basis. Instead, he
said, the system would work
in a way similar to Medford's
city government. The plan is
not aimed at any party but
seeks only to free Jackson
county of legislative control
and achieve greater effi
ciency. Flexible Charter
The proposed charter was
arrived at after long delib
eration by a committee com
posed almost equally of rep
resentatives of both parties.
It Is completely flexible and
can be changed later as con
ditions demand and experi
ence dictates.
There were 27 measures
presented before the last leg
islature by the League of Ore
gon counties and all but three
were acted upon, the speaker
reminded Rotarians. Both the
counties' and state's problems
have become more complex
as population of both in
creased. The antiquated sys
tem of a century ago does not
spell efficiency and economy
and does not give citizens a ;
full vote in electing county i
officials. The $4 million Jack-1
son county business needs j
people selected on the basis or j
qualifications for various jobs j
and the proposed home rule
charter will make this pos
sible. Dr. Kreisman concluded his
address with reminder that
this county should run its
own affairs and try the pro
gram set up by the committee
here whose existence was
made possible by initial leg
islative action. Jackson coun
ty approved the formation of
such a committee by a two to
one vote.
FCC Official To
Speak at Meeting
Eugene Robert T. Bartley,
federal communications com
missioner from Washington,
D.C., will be a featured
speaker at the April 27-28
conference of the Oregon As
sociation of Broadcasters.
Meetings of the OAB, which
will draw broadcasters from
radio and television stations
of the state, will be held at
the Village Green in Cottage
Grove, according to Kan j. ;
Nestvold, general manager of !
the Association and instruc
tor in journalism at the Uni
versity of Oregon.

Lieuallen of the Oregon State
System of Higher Education, j
whose luncheon topic Friday
will be "Education is News." !

College to Start
Certificate Program
Weed -Next fall College of
the Slskiyous will offer a
certificate program for the
first time. A student will be
business education, engineer
ing and real estate.
The business education cer
tificates are offered in these
areas: agriculture, clerk typ
ist, medical-dental secretary,
stenographer, and secretary.
All are two year courses ex
cept for the medical-dental
secretary and stenographic
certificate which are one year
courses.
The other two certificate
programs to be offered outside
of business are engineering
and real estate. Engineering
i, a two year course but
real estate may be completed
in one year .
Persons interested in any
of thc-e programs should con
sult the college catalog for
requirements.
In most cases, a student
mav combine the unit earned
in 'the courses for certifi
cates with graduation require,
ments and receive sn sso
hate in arts degree with their
certificate.
