Traffic Safety
Is on Increase

Washington - IITU - Every
body talks about traffic safe
ty - even the President. But
it is mostly up to the states to
do something about it.
President Kennedy, who has
his own committee on traffic
safety, recently said the mat
ter was one that "affects ev
erybody." The states are giving the
subject increasing attention.
For example, figures supplied
by the National Highway
Users conference show 25
states enacted legislation in
1961 strengthening standards
for motor car equipment.
Seven state - Georgia, Kan
sas, Montana, Nevada, Ore
gon, Utah and Washington -tightened
licensing laws to
require that driver applicants
submit their driving records
in their last state or residence.
Though no states enacted
new vehicle inspection laws,
five took it under study.
Oklahoma and New Hamp
shire set up departments spe
cifically concerned with safety-Driver
Education
Eight state put laws on
their books relating to driv
er education and restricted
licenses for drivers under 18.
The trend in almost every
instance was toward requir
ing completion of a driver ed
ucation course before licens
ing. Three states made it tough
er on drivers who drink by
enacting chemical test laws.
Five others strengthened
their existing laws.
Five states upped the min
nimum insurance coverage its
drivers must carry.
Turn signals, headlights and
the lighting of vehicles was
the subject of legislation '.ti
14 states.
Reflectors, flares and fuses,
brake fluid - name it. Some
state legislatures made these
requirements tougher.
Even the obvious wasn't
overlooked.
Florida made it legislative
ly clear that drivers must
keep their ears on the right
hand side of the road when
approaching a railroad cross
ing. And Maine took action
against another p r o b lem,
though it may not rank as
the worst in the annals of
traffic safety. It prohibited
driving in reverse on a one
way street.
Infante Released
On Bail of $1,500
Nogales, Ariz. - IUP1I - Self-
styled Mexican revolutionary
leader Marcantonio Diaz-Infante
was free on $1,500 bail
today after Justice of the
Peace Gilbert C. Soto dismiss
ed one charge of defrauding
an innkeeper against him and
ordered him bound over to
Superior Court on another
charge.
At a preliminary hearing
Monday, Soto dismissed the
one charge but ordered him
held to answer another sim
ilar charge.
The 39-year-old D i a z - In
fante was arrested in Tucson,
Ariz., Friday night and taken
to Nogales. Diaz-Infante said
he had made good the debt.
No date has been set for
the Superior Court appearance.
World's Fair Has
Influx of Crooks

ent to police today that the
Seattle World's Fair had at
tracted an influx of pickpock
ets, counterfeiters and con
men.
Four men and one woman
from British Columbia were
arrested and $6,300 in coun
terfeit Bank of America trav
clers checks were confiscated
in an uptown motel early Sun
day. They were arrested after
five bogus checks had been
passed in a downtown theater
restaurant.
Meantime, Secret Service
agents said at least three $10
counterfeit bills had been
passed in downtown taverns
Saturday night.
Pickpockets took wallet?
from the purses of at least
four women and one 13-year-
old bov on the fairgrounds
Sunday. The "dips" got a to
tal of $313.
The Police Department has
rtetailed a special squad of of
ficers to the fairgrounds,
many of them plainclothcs

watch for pickpockets.
