. peace, disarmament and oth
er global matters aside, the
man with one of the most dif
ficult tasks in 1662 is Tokyo
Gov. Ryutaro Azuma.
He's going to try to "beau
tify Tokyo."
in a recent Interview with
a leading Japanese' newspa
per Azuma was asked to
name the one project he want
ed most to carry out In 1982.
"There are many things
which should be done and
which I would like to do,"
he sa.'d. "But as 1 am called
upon to talk about one, I
would like to see the fructi
fication of the 'let's beautify
lokyo drive . . .
"In a nutshell, my plan in
volves the elimination of dirt
and filth, removal of the gar-j
age ana irasn ana pianung
of flowers so that the city
will not become bleak . . ."
Azuma played a key role
in getting the 1964 Olympic
games for Tokyo, has a num
ber of other accomplishments
to his credit and generally is
known as a man who can get
things done. But there are
some who believe he may be
taking on a bit too much by
planning to "beautify" Tokyo.
One of these is a newspaper
critic, Tatsuo Mitaral, who
has indicated that Azuma Is
not reckoning with the atti
tude of the citizens. In a re
cent article lambasting To
kyoiles for thei "lack of pub
lic morals," Mitaral said:
"In all the civilized coun
tries of the world, there is no
big city dirtier than Tokyo.
Our streets and our parks are
a disgrace to our capital."
He lamented that "the beau
tifully paved streets of Mar
unouchi and Ginza are litter
ed with waste paper and fall
en leaves. Garbage boxes
overflowing with trash and
covered with flies and mag-1
gots attracted by the stench
line the streets side by side!

"The Tokyo Governor and
the Welfare Minister should ;
take a look at what they can
find under the elevated tracks
at Yurakucho and Shlmbashi.
. . . Canals flowing through
the city have become trash
dumps and garbage disposal
areas for those just living in
them."
The reason, said Mltarai, Is
simple: "There are tens of
thousands ot Tokyoites who
are more degraded than a i
dog."
Azuma said he recognized 1
he was talking on a difficult j
chore. "This may sound sim-1
pie," he said, "but it Is not
easy to do all this. . . When
the citizens and the Metro
politan Government should
be cooperating, I occasional-1
ly get the Impression that they
are like enemies. . ."
