lumber industry is in finan
cial trouble caused primarily
by high transportation costs
and competition from Canadi
an imports, a parade of wit
nesses told a U. S. Senate
committee here Friday.
The speakers, who included
state government officials,
timber firm managers, cham
ber of commerce spokesmen
and union leaders, agreed thai
the U. S. government should
do something to solve the
problem.
While there was almost
unanimous agreement that the
West Coast timber industry
needs federal help, there were
wide differences of opinion as
to what kind of assistance was
needed.

Group Endorses Major Change
In Judge Selection Methods

Salem - (UPD - A drastic
change in the method of
choosing Oregon judges, a
modified "Missouri Plan," has
been endorsed by a constitu
tional revision subcommittee.
It would give the governor
wider powers in appointing
judges.
As approved, the governor
would appoint all state judges
for two years. Then later, at
an election, the appointee
would face the voters as a test
of his record and the voters
would decide whether he
should be retained. There
would be no opposition candi
dates. If passed by the voters, the
governor could then appoint
the s?me judge for six years,
and every six years he would
have to pass the same test at
the polls, and each time be
eligible for reappointment by
the governor.
Under the present law, the
governor makes an initial ap
pointment of a judge - but
only to fill a vacancy - and
thereafter the judge is on his
own, facing the voters at the
next election, plus opposition
candidates.
The Judicial subcommittee
of the Oregon Constitution
Revision Commission approv
ed the proposal 4-0, recom
mending it to the full 17-mem-ber
commission where a hot
fight is guaranteed. One sub
committee member, while
voting yes, said he knows of
10 commissioners sure to vote
no in the full commission.
Plan Backed by Governor

guage that would let the gov
ernor appoint municipal judg
es, taking this away from
cities.

Infante Arrested
On Check Charge
After News Meet
Tucson, Ariz. - (UPD - The
leader of the Mexican Zapata
revolutionary movement was
arrested here Friday night on
a bad check charge at which
he said his group was ready
to take up arms against the
government of Mexico.

The couple went to the ho
tel situated on an isolated
promontory five miles from
here. The hotel said Miss Tay
lor and Burton were staying
in Bungalows at the resort.
Miss Taylor's four children
remained at their mother's
villa in Rome with the nurses
and other servants.
It was not known how long
Rurton and the 30-year-old ac
tress planned to remain here
hut they are not scheduled to
go to work until Tuesday.
Marcantonin Diaz - Infante.
39, said that his followers all
over Mexico "are armed and
ready."
He was wanted In Santa
Cruz county, of which No
gales, Ariz., is the county
seat, for pasing a bad check
and defrauding an inn-keeper.
But Diaz-Infante told news
men the $1,400 involved in
the complaints was paid and
he understood the warrants
would be withdrawn.
At the news conference,
Diaz-Infante said he would
meet with his closest follow
ers here and in Nogalcs Sun
day. He said conditions in Mex
ico "are a mess."
"We have no elections. One
party rules everything. There
is corruption, hunger, lack of
education and disease.
He would not say when his
followers planned to start
their rebellion.

The four subcommittee
members passing the plan

Schwab, circuit judge in Mult
nomah county; Justice Alfred
T. Goodwin of the Oregon
Supreme Court; former Gov.
Robert D. Holmes, and State
Sen. Thomas B. Mahoney ID
Portland). The fifth member,
Bend Publisher Robert W.
Chandler, was absent.
The proposal has impres
sive backing, including that
of Gov. Mark Hatfield and
Chief Justice William M. Mc
Allister. Testifying before the sub
committee earlier in the day,
McAllister said as far as po
tential politics in giving the
governor greater authority in
naming judges, the history of
Oregon has shown that in the
main judicial appointments by
governors have been good
ones.
Behind the Scenes
The purpose of the propos
ed system would be to get
politics as far away as possi
ble from the judiciary in that
election campaigning by judg.
es would be abolished. Judges
don't do much electioneering
in public now, by unwritten
law, but behind the scenes
many of them do.
In a letter to the subcom
mittee, Hatfield endorsed the
plan, but voiced opposition to
a Bar association addition that
would create a "state law
commission" to ride herd on
the governor making him
appoint a judge from a list
drawn up by the commission.
McAllister, however, favored
the commission idea.
After lengthy debate, tha
subcommittee endorsed lan
guage allowing the legislature
to set up such a commission.
The vote was 3-1, with Holmes
nnnosed. He said such a com
mission even one made up
of laymen as well as lawyers
would "hamstring" a gov
ernor by narrowing the field
