Ponders Pledge
Against Strikes

nedy administration is con
sidering proposing a no-strike
pieage lor unions working on
missile-space projects to end
costly delays in the Drosram.
A Labor Department spokes
man said Tuesday that Labor
Secretary Labor J. Goldberg
has discussed various pro
posals with President Ken
nedy and Sen. John L. McClel
lan (D-Ark.), chairman of a
Senate subcommittee that has
been investigating the situ
ation. ,
Goldberg also has sounded
out union leaders in the con
struction and missile-making
industries to get their ideas
on a no-strike proposal. The
spokesman said no final ac
tion has been taken.
But it was learned that
some form of emergency ma-
chinery - a "cold war labor
board" of union, management
and public officials - might
be created to make final
rulings' on disputes that dis
rupt the missile program.
McCIellan's committee has
focused attention on the mub
. timillion dollar overtime bills
paid to unionized workers to
make up time loss by strikes
on missile sites.
Undersecretary of Labor W,
Willard Wirtz said in a speech
prepared for the Boilermakers
Union convention at Long
Beach, Calif., that the govern
ment will step into such disputes.
"They cannot and will not
be left to resolution by eco
nomic force," Wirtz said.
"Nor can there by any justi
fication for petty profiteering
by anyone on projects where
other men are called Upon to
lay their lives on the line,"
Wirtz said.
