tire and truck taxes by $130
million a year and cancel a
scheduled penny-a-gallon re
duction in the federal gs,o
. line tax to finance completion
'of the interstate highway sys
tem. The bill now goes to the
'Senate, where hearings have
not yet been scheduled on the
- administration proposal.
The House-passed measure
v-would provide about $750 mil
lion of the $900. million a year

miles of highway finished by
1972.

Payments Indicate
Truck Business Up
Salem - Payments of the
weight mile tax, a good ba
rometer of the economic wel
fare of the trucking industry
in Oregon took an upturn dur
ing the first week of May,
heralding what may well be
a return to normalcy for the
state's timber industry.
Tip-off to the upsurge In
timber activity came from an
analysis of the monthly sta
tistics released this week by
the state public utility com
missioner which revealed that
log haulers are rapidly switch
ing from standard mileage re
ports to their flat fee option.
When business is not cer
tain, log truckers usually re
port only on miles traveled,
but when the outlook is good
they generally use their flat
fee option which is paid in
advance on a monthly basis
. . . remaining the same re
gardless of miles traveled.

Queen Elizabeth and Prince
Philip to his tiny state today
in a ceremony right out of the
middle ages.
The queen was the third
British monarch in history
and the first in 38 years to
meet with a pope in a private
audience in Vatican City. She
is the head of the Church of
England.
The white skull-capped pon
tiff and the queen, in a black
lace gown, moved with digni
ty but friendly ease through
the ponderous protocol of an
official visit.
The royal couple talked pri
vately with the pope for 28
minutes in the papal library.
Then the trio emerged smiling
and chatting to allow the Ro
man Catholic leader to meet
other members of the royal
entourage.
Brief Welcoming Speech
Pope John took his place in
the throne room, waved the
queen first to her gold lac
quered red plush chair, then
seated himself to read a brief
address of welcome in French.
The queen was not required
by protocol to respond in pub
lic to the pope. She shook
hands after which the pontiff
presented his gifts.
Instead of the usual gold
pontifical medals or religious
articles bestowed on visitors,
the pope had a surprise. It
was a rare set of ancient Ro
man coins found in the Cata
combs. They were beautifully
mounted in a block of crystal.
Eight of the coin heads were
of Roman empresses.
Queen Elizabeth's gift was
also different a mahogany
walking stick with a rhino
ceros horn handle.
Once on a Hat fee, they must
remain with It for the rest

Commissioner Jonel C. Hill
said that the log haulers went
on straight mileage reports at
the beginning of this year
when the timber industry
slowed almost to a standstill.
The lack of reports during
the changeover from flat fee
to straight mileage created a
lag of two months in collec
tions, clouding the statistical
picture.
In addition, Hill said the
combined payment of-$184,-732.14
made by 34 common
carriers In the Oregon Truck
ing Association at the first of
the year added further, con
fusion to 1961s topsy-turvy
first quarter by pyramiding
cash receipts that ordinarily
would have been spread
through February.
To complete the statistical
nightmare, the Pacific Motor
Trucking Company paid up
$149,000 In delinquent high
way use taxes during April.
This sum was accumulated by
PMT while making mall hauls
in Southern Oregon for it's
parent company, the Southern
Pacific Railroad, and was dis
covered by. the commissioner
during a review of exhibits
presented by the SP during a
series of hearings on the dis
continuance of passertger serv
ice in the southwest part of
the state.
Hill said that up until May
3, total collections by his
agency Including the PMT
payment, were only 2 per cent
below the same period last
year, making it reasonable to
expect year-end totals to equal
or even better those of 1960.
The key month, he declared,
would be June, when the
rapid changes now being ex
perienced had settled down
into a predictable pattern and
an accurate forecast could be
made.
