to spying for Russia since he
emerged from Communist
North Korean captivity eight
years ago.
George Blake, 38, was sen
tenced in Old Bailey Court to
42 years in jail, the sternest
such sentence ever imposed
in British peacetime history.
Atty. Gen. Sir Reginald
Mannlngham-Buller said the
suave, dark-haired diplomat
had made a "full confession"
after- his arrest in Beirut
three weeks ago.
A Foreign Office spokes
man said Blake was vice con
sul In Korea when invading
North Koreans interned him
in July, 1950.
Blake was released by the
Communists in April, 1953.

Agreement Range
Salem - (UPD - Legislative
leaders admitted today they
are considering a "two-and-a-half-way"
workmen's compen
sation proposal coupled with
benefit hikes. .
Sen. Walter Pearson and
House Speaker Robert Duncan
said they are trying to find
an area of agreement that
will end the deadlock over
Pearson's three-way work
men's compensation bill.
Both said their aim is to
pfiss some sound legislation
in the industrial accident in
surance field this session.
"We are still hoping to ar
rive at some middle ground
that will be acceptable, Dun

Bill In Committee
The controversial three
way bill, passed 16-14 by the
Senate, is located in the House
Labor Committee.
v It would have ended the
state's monopoly on injured
workmen's insurance by let
ting larger employers insure
themselves and by letting pri
vate firms write workmen's
compensation insurance.
Labor objected strongly
that private insurers would
make the program more cost
ly.
Extension Proposed
Pearson said he has pro
posed extending the field to
permit employers to self-in
sure and then let private firms
reinsure, or backstop, only in
the self-insurance area.
This would give private
firms some business, but not
as much as they would have
gained under the three-way
bill.
Pearson ' said liberalized
benefits are being discussed,
although they were not part
of his proposal. Labor has
supported separate bills that
would increase benefits, min
us the three-way provision.

Two Persons
Arrested in Valley
Two persons wanted by
Medford police on bad check
charges were arrested Mon
day, one in Medford and the
other in Ashland.
Ashland city police arrest
ed Tom Ray Hamilton, 26,
also known as Ray C. Spawn,
on a charge of late and un
usual hours. Hamilton was
wanted in Medford for alleged
ly cashing a $20 worthless
check at a local motel.
Medford police have placed
a detainer against Hamilton
charging him with obtaining
property by false pretenses.
The second suspect arrested
was Niilo Vernon Suomela,
68, White City, who was want
ed for allegedly cashing a$5
worthless check at a local
supermarket.
Medford police arrested
Suomela on a downtown Med
ford street and charged him
with obtaining money by false
pretenses.
House Approves
Highway 197 Funds
Salem - (UPD - The House
Tuesday afternoon approved
$4 . million in bonds for re
alignment and improvements
on Highway 197 in Wasco
county. The vote was 37-11
The bill went to the Senate.
The measure already has
been approved by the Ways
and Means Committee.
The bill originally asked for
$10 million but $6 million was
cut by the House Highways
Committee.
Rep. Katherine Musa (D
The Dalles) said the $4 mil
lion would give the highway
department a "good start" on
reconstruction of the route.

Deputies Investigate
Four Corners Burglary
Jackson county sheriff's
deputies are investigating the
burglary of Hunter's Tavern
at Four Corners and Crater
Lake highway Sunday night.
An undetermined smcunt of
money was taken, they said.
Burglars entered by prying
a board in the roof. Money
was taken from a cash regis
ter and various coin machines.

million spending plan that
topped Gov. Mark Hatfield's
1961-63 budget by $7 million
won the blessing of the Ways
and Means committee late
Tuesday.
It Includes a step-hike raise
in state school support of $10
per child the first year and $5
more the second year. This
would bring the state's con
tribution to $120 per pupil by
1963, about 40 per cent of the
per child cost.
Hatfield had proposed $115
both years.
To meet the $7 million In
crease over Hatfield's budget,
the committee upped revenue
estimates by $6 million, and
called for a 10-cent-a-bottle
average Increase in the price
of liquor.
Since the liquor commis
sion predicts some 22 million
bottles will be sold, this
would bring in about $2.2
million more.
The committee also voted
to give a bigger share of
state-collected liquor reve
nues to cities and counties.
Cities would get 2.5 per
cent more, or a total of 12.5
per cent.
Counties Need Money
Counties for the first time
would get 5 per cent of the
state's liquor intake, or about
$1.5 million over two years.
County spokesmen said it
will help them pay their
share of new programs such
as medicare, surplus food, and
mental health clinics.
In addition to the extra
school, support, major in
creases in the committee-approved
expenditures are ad
dition of several items not
mentioned in Hatfield's bud
get. Among these are the acqui
sition of Boardman industrial
site, community colleges, and
surplus food distribution.
Basic school support was
the last big item requiring
committee decision.
Some minor adjustments
still are expected, and floor
changes or last-minute com
mittee revival of tabled bills
could change the total.
The committee expects to
end the biennium with about
$1.5 million surplus.
Sen. Ward Cook (D-Port-land)
warned that passage of
Ann Sothern Faces
Lawsuit by Mother
Los Angeles -(UPD- "I was
deeply shocked," said actress
Ann Sothern when told her 76-
year-old mother was suing
her for allegedly refusing to
pay $500 in medical bills.
Mrs. Annette Yde Lake,
former opera singer, filed the
suit Tuesday and asked $1,200
in monthly support. She con
tended the millionaire star,
49, failed to help her in the
past.
"I have been for many
years the soie support of my
mother and have always pro
vided for her generously,"
Miss Sothern rejoined. "I in
tend to continue to do so."
In her superior court action
Mrs. Lake said unless her
daughter helped her she
would have to "subsist on the
charity of friends or on such
privisions as might be forth
coming from the state."

Other Highlights
Safety - The House passed
and sent to the' Senate a bill
requiring all new cars sold
after this year to have seat
belts.
Pay - Gov. Mark Hatfield
signed into law a bill raising
his salary by $2,500 to $20,
000. It contains boosts for
five other officials.
Medicare - The House ap
proved a $10 million medical
care for the aged program to
start Nov. 1 and sent it to the
Senate.
Truckers - Hatfield signed
a bill permitting the state to
bar out-of-state log truckers
when the season is slack, giv
ing Oregon operators an ad
vantage. It becomes effective
Jan. 1 and allows the public
utility commissioner to re
quire certificates of necessity
from all truckers.
Tenure - The House Rules
committee rejected an educa
tion committee attempt to in
troduce a teacher tenure bill
identical to one tied up in the
Senate Education committee.
The bill would redefine dis
missal causes for teachers and
remove school administrators
from tenure.
