seems to be the 5,000-year-old

ishment regulated by only
one factor the seriousness of
the crime.
My feeling Is strong that
some day soon men must stop
following- the ancient legal
idea that now is costing us
billions of dollars a year and
is working very badly. We
spend millions to catch some
confirmed criminals: we
spend more millions convict
ing an occasional one of them:
then we spend millions lock.

that many of . our criminals
were born mentally ill - so ill
that they cannot fit into our

many never can hold a Job or
earn a living; many, when In

had to be sent home quickly.
Now why can t we learn to
lock these people up, perhaps
for life, not to punish them,
but to protect society and to
protect these weaklings from
their own folly. In this way
we could save our country
billions of dollars. In the. Is

every effort would be made
to teach each man to work
and to support himself. ' :
I have been particularly
pleased to receive from Dr.
William C. Keating, Jr and
Mr. WJnslow Rouse a descrip
tion of what is now being
done at the "California Medi
cal Facility" at Vacavllle,
California, where they take
care of some two thousand
men and youths who, . after
some mix-up with the law,
are begin studied by physl
clans and psychiatrists and
sociologists. The total staff
Includes more than 400 mem
bers. Every delinquent is stu.
died scientifically, to see if
he might perhaps be ' re-
formed. If .not, then society
must ' be protected; from his
depredations, California is up.
to-date in that tbey have also,
at Chlno, a remarkable insti
tution in which every effort
is made to rehabilitate men
who have committed a crime.
At Chlno, the men are com.
fortably housed and given
useful training; there are no
high stone walls, and hence
a prisoner can go "over the
fence" if he greatly desires to.
But most of the men have
sense enough not to escape,
because if they do and are
caught, back they , go to an
old-fashioned prison, and this
is a fate which they dread

I regret that I cannot help
the dozens of-aging men who
write asking me for a medi
cine to cure impotence. I was
Just looking at a book on the
subject by Dr. L. P. Wershub,
a British urologist. . He says
what I have expected, and
that Is that 90 per cent of the
patients have a psychological
trouble rather than a physical
one. This would explain why
male hormone so rarely does
any good. ' .
As usually happens in
books and articles on impo
tence, the author has little to
say about treatment. ' This
probably means that he feels
pretty hopeless about these
men. Often a cure could be ef
fected only by the woman in
volved. This is shown by the
fact ; well-known to men
that a man who is impotent
with one partner can be per
fectly potent ; with another
one.

On the Skin
Many persons are dis
tressed at times because they
feel as if ants were crawling
around on their scalp or their
skin somewhere. I'm afraid
I cannot help them because
the trouble is a nervous one,
and in many cases only a
good neurologist can guess
why the felling is present.
