Senate Education
Committee Tables
Two Measures
Salem-AJPD-Chances for any
substantial changes in distri
bution of state school money
plunged toward nil' Thursday.
The Senate Education Com
mittee tabled two bills, each
proposing broad changes in
the ways state school funds
are handed out to the dis
tricts. .
: Key votes on killing , both
bills were 4-3 and 5-2, and
there : was some chance the
committee might reconsider
its action next week.
Approval Unlikely ,
But the absence of strong
support for any of the pro
posals made legislative ap
proval highly unlikely. .
One of the bills, drafted by
an interim committee, would
have apportioned out state
support on the basis of a coun
ty's ability to pay. '
It was aimed at reducing
property taxes in some dis
tricts, but it won quick resent
ment from richer counties that
would suffer a cut to help
their poorer neighbors.
Other Dies Too
The other bill would have
given state money to counties
largely on a per child basis,
but would -have allowed the
counties to give more to the
school districts that had the
hardest time supporting their
own schools.
The committee tabled this
bill Immediately, with only
Sens. Ben Musa (D-The Dalles)
and Walter Letlu (R-Salem)
voting to keep it alive.
The . bill calling for state
level equalization was toned
down considerably by amend
ments from Sen. Ward Cook
(D-Portland) before the com
mittee agreed to kill it too. :

Eugene),
. Most state funds now are
distributed purely on a per
child basis, although about 20
per cent is used to relieve dis
tricts with the heaviest prop
erty tax levels.

Drivers - A Senate-passed
bill to crack down on drunken
drivers' ran Into opposition
from House Judiciary Com
mittee members. The measure
would permit chemical tests
on drivers suspected of drunk
enness unless the driver flat

license would be suspended
until hearings were held. Rep.
Edward Fadeley (D-Eugene)
said it would treat a suspect
as guilty until proven Inno

House approved 33-26 a Senate-passed

Natural Resources
Bills Approved
Salem -(UPI)- Six reorganiza
tion bills , setting up divisions
in a new natural resources de
partment won approval Thurs
day from the senate State and
Federal Affairs Committee.
The "do pass" stamp was
placed on the measures in
spite of strong objections from
fishing and wildlife groups
over - placing fish and game
agencies in the new depart
ment. The department would have
cabinet, status, with its head
appointed by the governor.
It was revised to Keep itsh
and game divisions separate,
after witnesses at an earlier
hearing opposed merger of the
two agencies. But this failed
to satisfy opponents.

Solovich Moved
To Yet Hospital
Roseburg - (UFO - Steve Solo-
vlch, escaped mental patient
who was captured near Glide
March 15, has been moved to
a Veterans Administration
hospital in another state.
Authorities refused to dis
close when or where Solovich
was moved. They said they
did not want " to jeopardize
his chances for rehabilitation.
Solovich escaped from the
hospital here more than a
year ago and lived oft the
land before he was captured
without resistance.

aligned flare-up marked by a
subpoena of the Democratic
attorney general's records and
a walkout by three Republi
cans disrupted a committee ef
fort to rewrite three tide-
lands oil bills Thursday night.
The eruption came near the
close of a ; 3W hour, House
Natural Resources Committee
effort to spell out added safe
guards in bills to permit oil
exploration and drilling along
the coast.

Resentment was. evident
among several committee
members over Atty. Robert Y.
Thornton's warnings the bills

Asks Stronger FBI

Robert F. Kennedy has sent
Congress legislation to
strengthen the FBI's battle
against organized crime.
Kennedy, at his first news
conference Thursday, said the
bills would give the govern
ment new power to combat
gambling and labor-management
corruption, and give the
FBI broader powers in run
ning down fugitives.
Kennedy also said the
Justice Department might re
vise the attorney general's list
of subversive - organizations,
which has not been updated
for several years.
Kennedy said his proposed
bills would "give the FBI in
creased jurisdiction to assist
local authorities in the com
mon battle against tne
rackets."
Baker Man Dies
As Car Leaves Road

Iin. 74, Bakor, died Thursday
when his car left Highway 30
near here and plunged down
a 100-foot embankment.
State police said it appeared
that Conklin died from mul
tiple injuries received In .the
crash but there was a possi
bility that he could have suf
fered a heart attack, causing
him to leave the road.
Conklin was alone in the
car.

Subpoena Order Approved
The committee, numbering
four Democrats and three Re
publicans at the meeting, ap
proved the subpoena order by
a voice vote.
The walkout came quickly
when Monaghan, following a
brief recess, asked to with
draw the word "subpoena"
and substitute "request" as a
courtesy to Thornton.
The Republicans, Heider,
and Reps. Sidney Bazett,
Grants Pass, and Robert
Smith, Burns, marched from
the . room in order to prevent
the committee from counter
manding the subpoena order
by leaving it short of a
quorum. '
The abrupt ending to the
meeting left the committee
temporarily stranded over
what action will be taken on
the measure.
Russian Captain
Requests Asylum

captain of a 200-ton Soviet
submarine tender sailed his
ship into Swedish - waters
Thursday night and asked, for
political asylum, . police said
today. ;;
But a spokesman for Swe
den's Supreme Command said
none of the shir's nine-man
crew had sought asylum with
the skipper so far. They stayed
aboard the vessel while the
captain, a Lithuanian - bor-
lleutenant about 40 years old,
went ashore.
Swedish authorities did not
immediately identify the de
fector. There was no early an
nouncement of whether he
was granted asylum.

of his swimming champion
daughter, apparently Intends
to seek refuge from the past
in a Trapplst monastery.
Officials at the state prison
here revealed Thursday that
Tongay, 44 was released last
Friday after serving six years
of a 10-year manslaughter sen
tence in the 1953 death of his
daughter, Kathy, s. ' 1
Tongay was Imprisoned for
ordering the child to leap
from a high diving board 33
feet above the pool of the old
MacFadden-Deauvllle hotel in
Miami Beach. She was killed
while carrying out the instruc
tion. International Acclaim
The girl and her brother,
Bubba, won international ac
claim as "The Aquatots." They
were the pride of their father
who taught them to swim and
dive. Tongay once planned to
have Bubba, only 5 at the
time, swim the English Chan
nel, His request was vetoed
by the British government.

Prison Superintendent De-
Witt Sinclair said Tongay,
now gray and slightly balding,
was given a bus ticket to
Houston, Tex. on his release-
four years early on good be
havior. He said Tongay told htm he
planned to become a Trapplst
monk, something he had talk
ed about during his last years
in prison. His forwarding ad
dress, Sinclair said, was a
Trapplst monastery at Vina,
Calif.
Model Prisoner '
The blond burly ex-coast
guardsman apparently was a
model prisoner during his last
two years at Raiford. His ear
ly confinement was marked
by two escapes, two suicide
attempts and frequent spats
with prison officials and fel
low inmates.
Bubba Tongay lived with
his schoolteacher mother in
Miami after Tongay was sent
to prison. The child developed
into a champion swimmer in
local meets, then moved to
Tarpon Springs, on Florida's
west coast, with his mother.
