entered its 13th week to
day retidy for the final act
on a set of bills that may
well hold the biggest single
accomplishment and the most
intricate free-for-all campaign
issue to emerge from the 1961
session.
These are the wln-lnduitry-for-Oregon
bills. Although a
late-starter, the Democratic
controlled legislature has been
running nose -to -nose with
Gov. Mark Hatfield behind
these measures.
Bills Already Signed
Bills to bring Boeing Air
plane Co. to Boardman and
International Paper Co, to
Gardiner already have been
enacted and signed Into law,
This week, unless a small
core of critics crying for pre
servation of the- wilderness
can win a delay, the legisla
ture will pass on a third set
of bills - to bring any oil com
pany that can afford it to
search for riches under the
state's (100,000 acres of ocean
The overwhelming support
for these -bills stands out In
view of the fact that the legis
lature, hoping to go home in
three weeks, .still hesitates on
how to dispose of the remain
ing surplus of .legislation that
is clogging -committees
badly now as it did more than
a month go.- - ' . ,
-Much, of this - Including
three-way workmen's compen
sation, tax reform, and any
extensive government reor
ganisation -. offends most of
the legislature regardless of
party. Chances are a good
part of it will rot away unless
some fast trades and compro
mises can be reached in clos
ing weeks. ,
Timber Compromise Seen
Reapportionment, antl - pol
lution bills, , and the go-ahead
for an Astoria-Megler bridge
are likely, while a fair chance
still is given for a timber tax
compromise, ' some increased
basic school support, elderly
tax relief, commerce code, a
mental health clinic start and
help for community colleges.
In this light, the industry
bills appear increasingly like
ly to have the, heaviest and
most lasting impact of any
thing this legislature will pro
duce, with the credit rebound
ing to whichever party can
wrest it away, via pure sup
port or an added touch of
criticism.'- - v?'-!
Pure support has been pop
ular so far, but the various
tacks the three sets of indus
try bills could take as a cam
paign issue probably will be
illustrated - aeain - this week
in oil bill debate and action.
Hatfield admittedly started
the Industry ball rolling last
year by getting deep into ne
gotiations with Boeing for
Boardman and with Shell' Oil
Co. for the tidelarids before
the legislature met.
Except for a few, however,
Democratic - and Republican
legislators alike were quick
to jump on this bandwagon
and even nudge. a little for the
driver's spot.
If all these measures turn
out to be a .good thing for
Oregon, there, should be a
snappy fight among Hatfield,
Democrats who control the
legislature, and GOP minority
colleagues, to claim the praise.
If they turn out to be un
fortunate, there should be an
equally lively effort to heap
the blame on the opposition.
Three Hospitalized
In Portland Fight
Portland-flJFS-Three young
Portland men were hospital
ized and a passing motorist
clubbed in an apparent gang
fight in North Portland Sat
urday night.
' Witnesses said about 80
young men,' some wielding
clubs, took part in the melee.
The battle took place in the
3800 block of North Michigan
ave.
Police said they were un
able to make a single arrest
because no complaints were
signed. .
Witnesses told police three
carloads of youths sped off bi
fore police could arrive at the
scene.-. .
Clarence Steve O'Neill, a
passing motorist, was hit over
the head with a club while
trying to halt the fracas. .
Gasoline Price
Plunge Continues
Portland m - Gasoline
prices continued at a low level
here today as the current
price war spread over other
parts, of the state.
Many stations were selling
regular at 23. cents per gal
lon with some down to 21.9.
Premium sold at around 26.9
cents.
Virgil Rukke, president of
the Oregon Gasoline Dealers
association, said the . price
spiral downward will have to
be reversed by the middle ot
the month if independent
dealers were to remain in
business. '

spread to other Western Ore
gon cities. Including Roseburg,
Eugene and Salem. .
Dave Beck's Em bezzlement Conviction
Will Be Reviewed by Supreme Court

review the embezzlement con
viction of former teamster
boss Dave Beck on charges of
pocketing $1,900 from the sale
of a union-owned Cadillac,
The court will hear argu

Ashland Man Seeks
Wayne Hooper, 178 A st.,
Ashland, is seeking $50,000
in- general damages and
960 in special damages from
Bagley Canning company,
Ashland, as a result of an
accident in the plant on Oct.
11, 1960. ' -
According to a complaint
filed by Gerald J. Scannell
Jr., Ashland lawyer, Hooper
was required to label and
stack fruit - in the cannery
warehouse. The fruit was
stacked 19 cases high. It was
necessary to throw the cases
to reach the top of the stack,
the complaint explained.
While throwing the cases to
the man on the stack, Hooper
fell and severely injured him
self; Each case weighed 46 to
47 pound, it was noted.'
The complaint charges that
the Bagley Canning company
was reckless, careless , and
negligent.' Hospital and med
ical -expenses amounted to
91,860.76, it stated.
Corvallis Scene
Of Derailment
Corvallis - OTD - Nine cars
of a 41-car -Southern Pacific
freight ; train; were , derailed
near here today. No one was
injured. -.
Railroad officials said a
broken rail was the cause of
the accident. "
The derailment tied up the
Albany Corvallis section of
the line and officials said the
tracks were expected to be
cleared by 9 p.m. .
The derailed cars were in
the middle of the train en
route from Albany to Toledo.
