Flood Threat Over
In Cedar Rapids

Cedar Rapids, Iowa - (UPD -The
maverick Cedar river re
ceded more than two feet
from its crest Saturday and
officials lifted the state of
emergency which was railed
when this city of 92,000 was
threatened by floods.
-The usually mild river,
which had climbed to a near-
record crest of 19.63 feet, was
back to 17.50 late yesterday.
The weather bureau predicted
it would be back under the
13.2 foot flood stage by Sun
day. President Kennedy, mean
while, declared all of the
flood-ravaged section of east
ern Iowa a "major disaster
area. His action will permit
flood-affected sections of Iowa
to receive federal funds to aid
in the clean-up.

Medford, and Jim Frake, son of Mr. and Mrs. William E.
Frake, 22 Richmond ave., Medford,. have been named win
ners of national awards in Quill and Scroll writing compe
tition. Miss Duncan, a junior, received recognition for news
writing; Frake, a senior, received the national award for
editorial writing. Quill and Scroll, an international honor
society for high school journalists, awarded the two national
award gold keys. In addition, as a senior, Frake is eligible
to apply for one of the Edward J. Nell memorial scholar
ships valued at $500, Miss Duncan is a news editor for the
Medford High school student publication, the Medford Hi
Times, and Frake is the editor.

Body of Iowa Boy
Found Near Home
Wlnthrop, Iowa (DPI) - The
body of a 4-year-old boy who
disappeared just prior to a
raging, early-March blizzard
was found Saturday In a small
gully only 385 yards from his
home. -' ' :
' Searchers came upon the
body of Jimmy Franck only
about an hour after 500 volun
teers began a massive search
over soggy Iowa farmlands,
Authorities said the boy's
body had been burled . in
shoulder-high snowdrifts.
Medical Examiner Dr. John
F. Loeck ruled the boy had
frozen to death, "apparently
after struggling for survival."
