Receives 2 Million Calls A Year

million times a year to report
a lost child, a car stolen or
murder. It's the telephone
number of the Los Angeles
Police Department - one of
the most modern law enforce'
ment agencies in the country
Facts and figures usually
add up to a rather dull story
except when they are com
bined to present a staggering
picture. Such is the role of
LAPD.
, Los Angeles has 457 square
miles of territory. Its popula
tion ranks third in the United
States behind New York and
Chicago. It's area Is second
to none.
Its city limits encompass an
area larger than Philadelphia
St. Louis, San Francisco, Bos
ton, Pittsburgh, Buffalo and
Washington, D.C., combined,
A big town with a big job to
maintain order.
What makes It so tough to
police? In addition to the
obvious answers - a vast area,
2.25 million population and a
tremendous variety of indus
try- there are unique features
which include status as a port
of entry, proximity to a for
eign country, huge transient
and tourist influx, and the
greatest number of autos of
any city.
Who does the job? Some
4,607 officers. It sounds im
possible and looks so on paper,

24 hours a day. He eats, sleeps
and thinks law every minute
of the day. He s the most
dedicated man I ever saw."
Los Angeles is a tough place
to commit a crime and get
away with it. And the more
serious the offense, tho less
chance you have of not being
arrested.
There were 134 murders
here in 1950 - more than one
every three days. Facts tell
the story - 96.3 per cent were
solved.
The word spreads fast. Of
all major crimes, only aggra
vated assault and rape - con
sidered crimes of passion and
regarded as less sensitive to
police repression - increased
by a small percentage over
1958. All others declined
The police department is
divided into 15 divisions
scattered from the harbor to
Hollywood and maintained at
cost of just under $4.5 mil
lion a year.
Parker is the first to admit
the force is understaffed for
the tremendous task it must
perform. But getting new of
ficers than can stand up under
stiff LAPD requirements is
difficult. Last year 4,332 men
applied - 256 were accepted.
In addition to the vast
every-day job to be performed,
there were 575 special events
last year that were so large
they required larger than
normal police protection.
What's the biggest problem?
Traffic.
There were 353 persons kill
ed In traffic accidents in 1959,
with a grand total of 48,035
vehicle accidents. One-and -
one - third million motorists
were cited for traffic viola
tions. Therein lies the problem -
the only contact more than a
million citizens have with the
law is getting a traffic ticket.
Capt. O. K. Berger, chief of
the Public Information Di
vision, said traffic problems
put the law enforcement shoe
on the other foot.

Workshop Slated
At Local Library
The Great Books Founda
tion will hold a free leader
training workshop at the
Public Library of Medford
and Jackson County April 7,
8 and 9.
There are many people who
want to read and discuss the
works of the great writers
for the light they cast on the
problems of today, but they
need others who will assist
them in establishing groups
in their neighborhoods, Omar
Bacon, librarian, noted.
"It has been said that what
we lack in national affairs is
ultimately not bigger and bet
ter missiles, but purpose. Citi
zens of the free world cannot
look to their leaders to define
their purpose for them. Ours
the responsibility for the
decision of purpose." he
noted.
Provide Concepts
The writings of the great
thinkers provide concepts for
thought that participants in a
Great Books group discuss,
Participants do not expect the
leaders to "tell them any
thing, but only to help keep
their discussion relevant to
the vital issues raised by their
reading.

sion groups that the Great
Books Foundation was Incor
porated as a non-profit organi
zation in Chicago In 1947, and
was given a matched grant of
one-halt million dollars last
year by the Ford Foundation

groups with more than 42,000
participants. Besides these,
there are 153 groups in for
eign countries, he said.
In order to continue th
growth of this liberal educa
tion program, at least two
new groups should begin in
Medford in 1961," Bacon
added. Each of these groups
will need leaders.

To train the leaders, the
course Is being offered to the
public without fee or pre-re-
qulsites. It will consist of
three sessions and will be
conducted by Robert Shep-
ardson, area director for the
foundation. "

Berger pointed out that only
10 per cent of the population
comes in direct contact with
a policeman during their life
time - and traffic violators
comprise 9 per cent of that
total.
"Most people that come in
contact with the department
find themselves being regu
lated, they think, instead of
being protected. When you
stop to think about it the two
terms mean almost the same
thing," Berger concluded.

up strongly as types of facili
ties for the first time.

since the count taken in the
early 1930s.
New York (UPD Hemphill,
Noyes & Co. says the next
month will be "critical" for
the stock market, not only be
cause of the crisis in Laos, but
also because the market will
be subject to pressure of sell
ing to raise tax money and
will have to weather some un
satisfactory first quarter
earnings.
The brokerage house says
its technical studies are less
encouraging on short term
basis than they have been in
some time, although as yet
there is no evidence of a re
versal of the long-term trend.
Therefore, it advises long
term Investors to retain cur
rent holdings or add to them
selectively and short term
traders to build up at least
some purchasing reserves for
going short in the event of a
