National Forests Said Far Below Fish, Wildlife-Carrying Capacity

sal for a 10-15 year, $25.6 mil
lion plan to improve hunting
and fishing in national forests
is the fact that these wood
lands today are far below
their fish and wildlife-carrying
capacity.
The Forest service, a unit of
the Agriculture department,
manages national, forests and
national grasslands in 41
states and Puerto Rico,
Hunting and fishing on
these lands has been booming
in recent years. Forest visits
by . sportsmen have nearly
tripled since 1950, the Forest
service reported after count
ing 20.1 million sportsman
visits in 1960.
Not Kept Pace
But improvement of the for
ests and their lakes and
streams as a home for fish and
wildlife ' has not kept pace
with the growth of interest in
hunting and fishing, accord
ing to Forest service officials.
"Much of the essential big
game winter range in the na
tional forest system needs im
provement,'' service experts
said in a summary of their
proposed ' wildlife improve
ment program.
'.''"On some ranges, forage
plants are diminished 'to the
point where both the game
herds and the land they, used
are adversely affected. In oth
er places, deer and elk .are
damaging young trees needed
for future timber crops."

v "Many miles of national
forest streams are not at their
potential fish production ca
pacity. Intensive land use in
some areas has resulted in
heavy stream siltation, unsta
ble channels, and exposed and
eroding banks. Improved fish
ing conditions will come
about only through fully co
ordinated land management
practices," a report added..
The forest service proposal
is based on improving wild
life habitat. The long-range
plan, subject to congressional
approval and financing as
part of the overall forest im
provement plan called "Oper
ation Outdoors" would 'call
for:
Planting of shrubs and
grasses to give food and cover
on 1.5 million acres pf game
range.
L Development of .wildlife
openings, food patches and
game ways In dense, vegeta
tion by clearing or controlled
burning on 400,000 acres.
" Stabilizing banks, plant
ing streamstde cover crops,
and improved channels on 7,
000 miles of fishing streams
and 56,000 acres of lakes.
Would Finance Dams
In addition, states would be
asked to cooperate by financ
ing construction of small
dams, where necessary, and
the forest service would pro
pose a $3 million-a-year coop
erative program of wildlife
inventories.
The service- said one-third
of all big game animals in the
United States live all or part
time in the national forests.
This includes four fifths of
the' moose,, elk and grizzly
bears, and nearly two-thirds
of the mule deer, black bear,
and bighorn sheep.

of 186-185," Straub said.
Durno and Norblad voted
for a new minimum wage of
$1.15 per hour.
Modest Bait Pay

have guaranteed nearly four
million workers a "modest
.weekly base pay of $50, but
'this wage is apparently too
