Louis. Police and doctors are seeking her Identity. Her black
coat has an "I. Magnin" label and her shoes a "Frank Moore"
label. She had $59 in her purse and among names she re

Oregon State University, in
an address before the Med
ford Rotary club Tuesday. .

Farmers Aiding
Needy in Kenya
Bethlehem, Pa. - (UPP - Most
Americans think of foreign
aid as something the govern
ment does.
But the people of this Pcn
sylvania community are prov
ing that private initiative can
also play a part in extending
help to underdeveloped coun
tries. They have started a little
"Point Four" program of
their own to assist farmers in
Kenya, East Africa. They call
it "Operation Rust."
Operation Rust was born
several months ago when Rob
ert Fennel, a director of the
Bethlehem Junior Chamber of
Commerce, escorted an Afri
can boy on tour of tie rich
farmlands in Northampton
county. The youth, Francis
Mbugua Mwihia. is a student
at Moravian college in Beth
lehem. .'
Francis spotted a harrow
rusting in the corner of a
field.
"Why do American farmers
neglect their tools?" he asked.

"Oh. that's just an old
horse-drawn harrow,'" Fehnel
replied. "Our farmers use
tractor-drawn equipment now,
and that harrow is completely
useless. You'll see lots of old
farm equipment like that rust
ing in the fields around here.
It's not even worthwhile to
gather it up for scrap."
"In my country," said Fran
cis solemnly," such a valuable
tool would never be allowed
to rust."
At the next meeting of the
Bethlehem Jaycees, Fchnel
made a proposal:
"Why don't we ask farmers
all over the county to donate
abandoned equipment for

nessmen can pay the costs of
fathering it up and shipping
it to Kenya as our contribu
tion to the project."
The Jaycees enthusiastically
adopted the idea, and "Oper
ation Rust" is now getting into
full swing.
Equipment Donated
About 30 pieces of farm
equipment have already been
donated and are being recon
ditioned by Jaycee volunteers
in a barn near Bethlehem.
Soon the first shipment will
be?in the 10.000 mile journey
to Kenya.
The tools will be sent to the

Following Dr. Dawson's
address, color slides were
shown graphically illustrating
the ICA work m improving
farm techniques in the small
kingdom.
Addresses Kiwanis Club
Dawson, addressing the
Medford Kiwanis club on
Wednesday noon, spoke of the
U. S. foreign program as a
dilemma in which the govern
ment is unable to distinguish
between quantity and quality.
He said that the situation can
be remedied by sending first
class men, not second or third
class, overseas.
The soils professor said in
competence among personnel
sent to Thailand was shown
in impatience, arrogance, lack
of humility and lack of will
ingness to learn of Thai cul
ture and the country's words
of politeness. "These are
small things but they add up,"
Dawson declared.
Programs contracted with
universities seem to have the
most residual effect in help
ing the people help them
selves, the speaker said. Uni
versities arc playing a major
role in the economic develop
ment of the country.
'Not All Bad'
The program is "not all
bad," Dhwsoii stated. The
New Zealand native said,
"Some aspects are good but I
think you should be aware of
some of the shortcomings."
Dawson expressed the feel
ing that his agricultural mis
sion was not complete and
more could have been ac
complished if it had been re
contracted. He reported that
